Amendment C317yara Cremorne Precinct Interim Planning Provisions

Yarra City Council has prepared interim planning provisions for the Cremorne Enterprise Precinct for the Minister to approve. 

The proposed controls support new high-quality office and commercial developments but make sure they protect the amenity of the residential precincts within and adjoining Cremorne. They also ensure the development enhances the quality and character of Cremorne's streets and public spaces.

The permanent planning provisions will be introduced through an amendment to the Yarra Planning Scheme known as Draft Amendment C318yara.

About the amendment

Cremorne is undergoing a period of rapid growth and change. To help manage this change and provide a plan for the future, Yarra City Council has developed a draft Urban Design Framework for the area.  Amongst other things, the draft UDF fills a gap in the Yarra Planning Scheme and includes design recommendations to guide the redevelopment of commercial land in Cremorne. 

Council sought community feedback on the draft UDF in late 2022. 

Council considered the feedback at a Council meeting on  12 September 2023. At the meeting, it also:

  • endorsed a revised Cremorne Urban Design Framework (UDF) for further consultation 
  • resolved to request the Minister for Planning approve interim built form provisions via a Ministerial amendment (Amendment C317yara) and request consent to formally exhibit permanent planning provisions (Amendment C318yara).

(Council will consult on the revised UDF at the same time as the exhibition of the permanent controls.) C317yara proposes three new interim built form controls in the form of Design and Development Overlays (DDO) to manage the scale and design of new commercial development. These would be applied to the Cremorne West (DDO51), Railway (DDO52) and Church Street (DDO53) Precincts, while permanent provisions are progressed.

What are design and development overlays?

What stage is the amendment at?

Yarra City Council has requested the Minister for Planning exercise her powers under section 20(4) of the Planning and Environment Act 1987 to prepare, adopt and approve Amendment C317yara. 

The next step is for the Minister to decide whether she will approve the amendment with or without changes or provide reasons for not approving the amendment.

Are we seeking permanent controls?

Permanent planning provisions are being sought through Draft Amendment C318yara. Amendment C318yara has been forwarded to the Minister for Planning seeking consent to formally exhibit the amendment.
