- mailing a cheque to: Yarra City Council, PO Box 168, Richmond 3121
- paying in person at one of our customer service centres
What happens if I don't pay the fine?
Overdue fines don’t just go away but follow a 'life cycle' which escalates at each step. Please do not ignore the infringement notices. The escalation process is set out in infringement legislation.
Step 1 – Infringement Notice
The initial infringement notice attached to the vehicle will provide 21 days to pay and provide other options, including:
- requesting an appeal
- requesting a payment plan/extension of time to pay
- electing to have the matter heard at the Magistrates Court.
Step 2 – Penalty Reminder Notice
After 21 days, Yarra City Council will send the registered owner a Penalty Reminder Notice. An extra prescribed cost will be added to the fine at this stage. The penalty reminder notice will provide options, including:
- paying the total amount by the new due date
- requesting an appeal, providing you have not done so already
- nominate another driver
- electing to have the matter heard at the Magistrates Court.
If you have not already requested a payment extension, you can request to do so at this stage.
Step 3 – Demand Letter (Reminder Urgent Notice)
This is not a legal requirement. Yarra City Council issues this notice and an extra 10 days is provided as a reminder to the motorist that an infringement is still outstanding. The demand letter will provide options, including:
- paying the total amount by the new due date
- requesting an appeal, providing you have not done so already
- nominate another driver
- electing to have the matter heard at the Magistrates Court.
Step 4 – Fines Victoria
If you do not pay the infringement by the demand letter due date, the matter will be referred to Fines Victoria for determination. This step will incur additional costs (collection and enforcement warrant fees) Once the infringement is at this stage, all communication should be with Fines Victoria.

Before appealing a parking fine, you should view the photos taken of your parking infringement.
You will need to provide the infringement number and vehicle registration number to view the photos.

How do I nominate another person as the driver?
When you are not the driver and did not commit the offence, you can nominate another person.

What payment plan options are available?
A payment plan with Yarra is an extension of time to pay. The outstanding amount needs to be paid in full by the agreed date and cannot be paid via instalments.
The registered owner or the legally nominated driver is entitled to a once off 'one month parking extension'.
You will be automatically offered a payment plan (a three-month extension) if you are in receipt of any one of the following:
- a Commonwealth Government (Centrelink) Pensioner Concession Card
- a Department of Veterans’ Affairs Pensioner Concession Card or Gold Card
- a Centrelink Health Care Card (all types including non-means tested).
We can issue you with a payment plan if you fit the criteria set out by the Attorney-General’s Guidelines.

You may also be eligible for a payment arrangement with Fines Victoria. As of December 31, 2017 payment plans are also available to companies.

All licensed motor vehicle drivers are expected to know the road rules that apply on Victorian roads and in carparks. Parking fines or infringements are issued to owners of vehicles that do not adhere to parking restrictions.
Body-worn cameras
Our Compliance and Parking service officers will now be wearing body-worn cameras. The camera is attached to the officer’s uniform and is clearly visible to everyone.
Body-worn cameras are another tool we can use to improve community trust, accountability and transparency. Footage from the cameras may assist with prosecution cases or when reviewing a community members complaint against an officer. The body worn cameras will also provide additional safety for our officers.
