DDO50 Victoria Street East Ends

Victoria Street East is located on Victoria Street between Church Street and Davison Street. It does not include land zoned residential between Johnson and Leslie Streets or land east of Grosvenor Street which is covered by other planning controls.  

The precinct includes a mix of shops, large format retail, cafes and restaurants, offices and apartment buildings. The precinct abuts both residential and industrial land.

 

 

Through draft Amendment C291yara, Yarra City Council is proposing to apply a new Design and Development Overlay - Schedule 50 (DDO50) to Victoria Street East Ends.  

DDO50 would replace an interim DDO, DDO22, which applies to this precinct and the rest of Victoria Street. 

Built form and design requirements in the DDO relate to front setbacks, street wall height, setbacks for upper levels, building height and transition of potential development towards residential properties at the rear. The DDO also includes requirements and guidelines regarding overshadowing, facade design, transport and access and others.

The amendment also includes new policy which describes the proposed future character of Victoria Street East Ends (see Clause 21.11 – Local Areas).

What is this Design and Development Overlay trying to achieve?

Draft Design and Development Overlay – Schedule 50 (DDO50) generally supports new mid-rise development up to 7 storeys that creates taller buildings along Victoria Street.

In this area, as there is no defining heritage streetscape, a new character would be created. Lower building heights of 5 storeys apply closer to Church Street to match heights to the west. 

The height of street wall (the height of the building on the street) could be up to 15m (4 storeys). Taller parts of the building above 4 storeys would be pushed back by 4.5 metres.

For any heritage buildings in the precinct, a greater upper level setback is required to ensure the prominence of these buildings.

DDO50 requires that on larger sites, buildings are designed with breaks between upper levels of the development to provide views to the sky from the street and an interesting skyline.

Under the DDO50, development should be designed to create safe, active and attractive street frontages. Development must be designed to protect sunlight to Victoria Street, Church Street and Davison Street. The draft DDO also encourages for improved pedestrian connections or linkages from the Yarra River/Birrarung.

It also aims to make sure new development minimises its amenity impacts on the low scale residential neighbourhoods which abut the Precinct. This includes minimising overlooking, overshadowing and visual bulk.
