DDO49 Victoria Street East

Victoria Street East is located on Victoria Street between Nicholson and Church Street. It includes a portion of Lithgow Street. 

The precinct is part of the retail heart of the Victoria Street containing a mix of shops, cafes and restaurants, offices and apartments. The precinct includes some heritage buildings on Lithgow Street. 

Through draft Amendment C291yara, Yarra City Council is proposing to apply a new Design and Development Overlay - Schedule 49 (DDO49) to Victoria Street East.  

DDO49 would replace an interim DDO, DDO22, which applies to this precinct and the rest of Victoria Street. 

Built form and design requirements in the DDO relate to front setbacks, street wall height, setbacks for upper levels, building height and transition of potential development towards residential properties at the rear. The DDO also includes requirements and guidelines regarding overshadowing, facade design, transport and access and others.

The amendment also includes new policy which describes the proposed future character of Victoria Street East (see Clause 21.11 – Local Areas).

What is this Design and Development Overlay trying to achieve?

Draft Design and Development Overlay – Schedule 49 (DDO49) generally supports mid-rise development between 5 to 7 storeys while preserving the prominence of the existing street frontages, fine grain character and pattern of shops and restaurants along Victoria Street. 

Any development above the 2 to 3 storey street wall (the height of the building on the street) should be pushed back by at least 6 metres to help reinforce the existing scale.

High quality new mid-rise development of up to 7 storeys. New development should be designed to create safe, active and attractive street frontages on Victoria Street and its side streets. 

Lithgow Street will support low to lower mid-rise development. New development will retain the fabric of existing heritage buildings and provides a respectful transition to low-rise residential areas.

Development must be designed to make sure it does not overshadow the southern side of Victoria Street, Nicholson Street, Lithgow Street, Albert Street and Church Street. The draft DDO also identifies opportunities for new pedestrian connections or linkages from Victoria Street to Elizabeth Street.

It also aims to make sure new development minimises its amenity impacts on the low scale residential neighbourhoods which abut the Precinct. This includes minimising overlooking, overshadowing and visual bulk.
