DDO44 Bridge Road East South

Bridge Road East South is located on southern side of Bridge Road between Neptune Street and Park Avenue.

The precinct also includes a mix of smaller shops, large format retail such as Officeworks, offices and service industry.  The former grain mill and store forms a local landmark. It includes two large potential redevelopment sites which extend into the surrounding residential area

Through draft Amendment C291yara, Yarra City Council is proposing to apply a new Design and Development Overlay - Schedule 44 (DDO44) to Bridge Road East South.  

DDO44 would replace an interim DDO, DDO21, which applies to this precinct and the rest of Bridge Road. 

Built form and design requirements in the DDO relate to front setbacks, street wall height, setbacks for upper levels, building height and transition of potential development towards residential properties at the rear. The DDO also includes requirements and guidelines regarding overshadowing, facade design, transport and access and others.

The amendment also includes new policy which describes the proposed future character of Bridge Road East South (see Clause 21.11 – Local Areas).

What is this Design and Development Overlay trying to achieve?

Draft Design and Development Overlay - DDO44 generally supports mid-rise development up to 5 storeys along Bridge Road and up to 6 storeys along Burnley Street while preserving the existing 2 and 3 storey scale along the street. 

DDO44 includes Commercial 2 zoned land on the south-western side of Burnley Street (known as 188-198 Burnley Street) as the area contains large sites with high development potential. These sites were not included in the current interim DDO, DDO21.

DDO44 supports taller development on 188-198 Burnley Street and 566 Bridge Road (currently occupied by Officeworks). Upper level setbacks and landscape setbacks apply to these sites to create high quality transitions to the adjacent Racecourse Heritage Precinct and lower scale residential areas on Neptune Street. On these sites, upper parts of buildings must be designed so they don't present as a single large building when viewed from the street. 

It requires that development is designed to ensure the visual prominence of local landmarks, former Flour Mill and Grain Store Complex, Bridge Hotel, heritage buildings and heritage streetscape.

Under the DDO, development should be designed to create safe, active and attractive street frontages. Development must be designed to make protect sunlight to important footpaths along Burnley Street. 

It also aims to make sure new development minimises its amenity impacts on the low scale residential neighbourhoods which abut the Precinct. This includes minimising overlooking, overshadowing and visual bulk.
