DDO42 Bridge Road South

Precinct 2 Bridge Road South is located on the southern side of Bridge Road between Church Street and Burnley Street. Bridge Road South is a vibrant destination for dining, retail and service. 

The precinct’s character is defined by its highly intact heritage streetscape with a consistent heritage street fronts of largely two storey Victorian era retail and commercial buildings. It also includes a number of distinctive corner buildings addressing Bridge Road and side streets.

Through draft Amendment C291yara, Yarra City Council is proposing to apply a new Design and Development Overlay - Schedule 42 (DDO42) to Bridge Road South.  
DDO42 would replace an interim DDO, DDO21, which applies to this precinct and the rest of Bridge Road. 

Built form and design requirements in the DDO relate to front setbacks, street wall height, setbacks for upper levels, building height and transition of potential development towards residential properties at the rear. The DDO also includes requirements and guidelines regarding overshadowing, facade design, transport and access and others.

The amendment also includes new policy which describes the proposed future character of Bridge Road South (see Clause 21.11 – Local Areas).

What is this Design and Development Overlay trying to achieve?

The requirements in Draft Design and Development Overlay – Schedule 42 (DDO42) are driven by the Precinct’s highly intact heritage streetscape with a consistent heritage streetscape.

In DDO42, a maximum mandatory height of 5 storeys applies to ensure new development maintains the prominence of heritage buildings.

Under DDO42, the heritage streetscape / street wall must be retained. Any new buildings should match the height of the Victorian buildings and should be between 2 and 3 storeys.

Any new floors above the street frontage (street wall) must be pushed back a minimum of 6 metres with the uppermost level set back an additional 3 metres. 

DDO42 also requires the corner heritage building to retain the façade on both sides of the building fronting the street, and local landmarks and corner heritage buildings to be visually prominent.

Development in the precinct must ensure views to the Richmond Town Hall Clocktower and the St Ignatius Church are retained.

Under the DDO, buildings should be designed to create safe, active and attractive street frontages. Development must also be designed to make sure buildings protect sunlight to important footpaths along Church Street and Burnley Street.

It also aims to provide a transition to low scale residential areas which are next to the Precinct, while making sure new development minimises its amenity impacts. This includes minimising overlooking, overshadowing and visual bulk.
