DDO41 Bridge Road West

Bridge Road West is located on Bridge Road between Church Street and Punt Road.

It is anchored by Epworth Hospital Health Precinct on Richmond Hill and the Richmond Quarter redevelopment on the corner of Bridge and Church Streets.

The precinct also includes a mix of shops, cafes and restaurants, fitness and personal services, offices and apartment buildings.  A key element of this Precinct is its intact heritage streetscape and presence of heritage buildings.

Through draft Amendment C291yara, Yarra City Council is proposing to apply a new Design and Development Overlay - Schedule 41 (DDO41) to Bridge Road West. 

DDO41 would replace an interim DDO, DDO21, which applies to this precinct and the rest of Bridge Road.

Built form and design requirements in the DDO relate to front setbacks, street wall height, setbacks for upper levels, building height and transition of potential development towards residential properties at the rear. The DDO also includes requirements and guidelines regarding overshadowing, facade design, transport and access and others.

The amendment also includes new policy which describes the proposed future character of Bridge Road West (see Clause 21.11 – Local Areas).

What is this Design and Development Overlay trying to achieve?

Draft Design and Development Overlay – Schedule 41 (DDO41) guides different levels of potential development across Bridge Road West. Parts of the Precinct are identified as appropriate locations for growth. Other areas are more constrained.

It aims to ensure that new buildings will respond sensitively towards heritage buildings, minimise impacts on backyards, footpaths, parks and expanded street corners.

In DDO41, building heights vary.

  • For the majority of the precinct, buildings of between 5 to 8 storeys are supported.
  • On the north side of Bridge Road between Lennox and Church Streets, taller development of 8 to 12 storeys is encouraged, with 12 storeys permitted on the Richmond Quarter redevelopment site.
  • Lower heights of 3 and 4 storeys apply in other areas to protect views to the landmarks or to enable a step down to neighbouring residential areas.

In DDO41, new development needs to ensure heritage buildings and the highly intact heritage streetscape remain highly visible.

The DDO requires the heritage street wall / streetscape to be retained. New or infill buildings need to match this 2 to 3 storey height. Any development above the heritage building should be pushed back by at least 6 metres. In some cases, this is greater where building heights are taller.

DDO41 also requires that buildings are designed to ensure views to the Pelaco Sign, the Richmond Town Hall Clocktower and the St Ignatius Church are retained. Viewing points are identified in the DDO.

Under the DDO, buildings should be designed to create safe, active and attractive street frontages. Development must also be designed to make sure buildings protect sunlight to important footpaths along Bridge Road, Church Street and Lennox Street. The draft DDO also identifies opportunities for new pedestrian connections or linkages.

It also aims to make sure new development minimises its amenity impacts on the low scale residential neighbourhoods which are next to the activity centre. This includes minimising overlooking, overshadowing and visual bulk
