Council supports community driven initiatives like street libraries and book exchanges and acknowledge the full range of benefits they bring to local neighbourhoods. 

The book exchange will remain in the rotunda at Golden Square in Richmond. 

Any installations on council property do require a permit. A council notice was displayed on the rotunda because the installation did not have a visible permit and staff did not have contact details to liaise with the owner/operator. 

Council officers have since spoken with the individual who installed the book exchange and is working with them to secure a free permit for the site.
