You may need a planning permit when any increase to the built form of the dwelling (including minor works) is proposed. This can include:
- An increase in roof height or angle
- Construction of an internal mezzanine
- Any increase in floor area or building size
- Any outbuilding (i.e. a garage or shed) with a floor area of 10sqm or more
- The proposed construction of a single dwelling on a site
All extensions to a dwelling, or construction of a new dwelling within a Residential Zone, will require a planning permit unless the size of the lot is over 300sqm. If the lot is over 300sqm you may not need a planning permit, depending on what other planning controls apply to your land.

If an extension to a dwelling, or construction of a new dwelling is proposed and a permit is required under a Residential Zone then a Clause 54 assessment will be required to be submitted with your application. This is a written document assessing all of the Standards within Clause 54 of the Planning Scheme against the proposed development.
Information required to be submitted with your application for an extension or construction of a dwelling is included below.
- Completed application form, which you will fill in online when you lodge your application.
- A recent copy of Certificate of Title from Landata that’s no more than 3 months old, including a full copy of any restrictive covenants or section 173 agreements.
- The applicable Fee. Learn more on our fees page.
- Existing and Proposed plans that include floor plans, roof plans, and elevation plans with the following details:
- Title boundaries shown on the site
- North arrow
- Label the location of the relevant streets
- Annotate setbacks of all existing and proposed works from all title boundaries
- Annotate existing and proposed wall lengths along title
- Show location of all existing and proposed boundary fencing
- Show the location of any existing easements
- Development summary table (overall site area, site coverage, permeability, etc)
- Show all existing built-form on-site, heights annotated above Natural Ground Level (NGL).
- A neighbourhood and site description plan that includes all the information set out here as well as the following:
- Location of neighbouring buildings, including the location of any Secluded Private Open Space (SPOS) and Habitable Room Windows (HRW) and any other notable features
- Minimum setbacks of any adjoining/nearby dwellings from site boundaries
- A design response explaining how the proposed development responds to the site, its context and relevant planning controls, policies and provisions of the City of Yarra Planning Scheme including a response to Clause 54.
- Materials and finishes schedule, ensuring all notations on all elevations match this schedule
- Shadow Diagrams
- Between 9am to 3pm, for every hour
- That show all shadows cast by existing and proposed built-form on-site, including boundary fencing
- That show all shadows cast by abutting built form
- Feature Survey Plan
- If construction or relocation of a crossover, garage, or parking space is proposed:
- Swept Path Diagrams to show how vehicles can enter and leave the car parking spaces with a limited number of manoeuvres.
- And if vehicle access is provided via a street or laneway cross-sections:

- If the proposed extension is over 50sqm, or a new dwelling is proposed an assessment against Clause 19.03-1L Water Sensitive Urban Design is required which includes an assessment using the STORM tool.
