Fees for planning applications and subdivisions in Yarra. What does it cost? How do I pay?

The fees we charge for planning applications and subdivisions are set by Planning and Environment (Fees) Regulations.

Key things to know:

  • A payment notice will be issued to you confirming the amount you need to pay
  • Most fees are exempt from GST (Goods and Services Tax). Where GST is payable it is specified next to the fee type
  • Applications may attract more than one fee
  • The fee for an application for any combination of land use application, development (buildings and works), subdivision application or any other matter referred is the sum arrived at by adding the highest fee (which would have applied if separate applications were made) plus 50 per cent of each of the other fees
  • The fee amount is adjusted each financial year

Reg 12 - Amend an application to amend a permit after notice has been given S57(3)A (revised plans after advertising is issued)If there is no change of class, the fee is 40% of the application fee for that class of permit. If the class of permit changes, the fee is 40% of the application fee for the new class of permit plus any difference in fees between the original class and the new class.

The 2024/25 fee for a planning property enquiry is $354.20 (GST inclusive).

The 2024/25 fee to request a copy of a residential planning permit and endorsed plans and other documents is $167.10 (GST inclusive).

The 2024/25 fee to request a copy of a commercial planning permit and endorsed plans and other documents is $446.70 (GST inclusive).

Public photocopier fees (per copy) are based on demand (GST inclusive for photocopying larger than A3). 

The fee for Development Plan approval is $3,747.74 (GST inclusive).

The fee to amend an approved Development Plan is $3747.74 (GST inclusive).

If plans for endorsement are not submitted in line with the condition on the permit, the fee for 2024/25 is $363.90 for the re-submission (GST inclusive). 

The following fees apply to all notices of application for a planning permit:

We have introduced a Development Contributions Plan levy. This applies for developments that are increasing the number of dwellings on a site, and/or increasing the retail, commercial or industrial floor area. See Development Contributions Plan levy for more information.

If you are applying for a planning permit to develop land in metropolitan Melbourne and the estimated cost of the development is more than the levy threshold, you will need to pay a Metropolitan Planning levy.

The metropolitan planning levy threshold is $1,133,000 ($1,207,000 from 1 July 2023). The threshold is adjusted by the Consumer Price Index (CPI) on 1 July each year. The levy is set at $1.30 per $1,000 or 0.13% of development value.

If a levy payment is required, you need to pay the State Revenue Office (SRO) before applying for a planning permit. The SRO will give you a levy certificate to submit with your planning permit application.
