If you are applying for a planning permit to develop land in metropolitan Melbourne and the estimated cost of the development is more than the levy threshold, you will need to pay a Metropolitan Planning levy.
The metropolitan planning levy threshold is $1,133,000 ($1,207,000 from 1 July 2023). The threshold is adjusted by the Consumer Price Index (CPI) on 1 July each year. The levy is set at $1.30 per $1,000 or 0.13% of development value.
If a levy payment is required, you need to pay the State Revenue Office (SRO) before applying for a planning permit. The SRO will give you a levy certificate to submit with your planning permit application.
