A Planning Permit generally includes two documents:
- the planning permit itself
- the approved plan/s which are commonly referred to as the 'endorsed plans'
If you want to make changes to your planning permit or the endorsed plan/s you need to submit an amendment.
There are two types of amendments available:
Section 72
This amendment follows the same process as a planning application. It is for changes to the planning permit itself and/or to approved plan/s.
Important note: we cannot amend a permit if it was issued at the direction of the Victorian Civil and Administrative Tribunal (VCAT) if the Tribunal has directed that the responsible authority must not amend the permit.
Secondary Consent
This is for minor changes to plan/s only.
Lodging the wrong type of amendment application can cause delays and add cost. If you would like to check whether your changes are considered 'minor', please contact Statutory Planning on 9205 5373.
There are two steps to follow to amend an application or plan/s:
Step 1: Submit your request
- Search for your application on the Planning Applications Portal
- Select your amendment (found in the 'Available Actions for Planning Permit Applicant' section)
- Remember to include supporting documentation

Step 2: Payment
- Section 72: you will receive an invoice a day after you have submitted your application. Once payment is received, your application will be processed
- Secondary Consent: payment is required at the time of lodgement.

- You own a restaurant and want to change the hours you operate. Your operating hours are a condition on your planning permit, so you need to apply to amend the permit (amending the approved permit)
- You own a restaurant and want to increase seating by using a courtyard and sell alcohol to your customers. You need to apply to amend both the permit and the approved plans (amending the permit and approved plans)
