Council has requested the Minister for Planning to approve the amendment.

Overview

Yarra City Council requested a preliminary heritage analysis by an independent expert to understand the potential heritage value of the high-rise housing towers in North Richmond, including 139 Highett Street.

The analysis identified varying levels of heritage significance (see map and heritage citation below). It found that the architecturally significant buildings should be retained and the grounds also hold contributory value. Social and cultural value may also be present, but requires more in-depth work, including community engagement.

Given Homes Victoria’s intention to demolish 139 Highett Street in the coming months, Council formally requested the Minister for Planning approve C345yara until permanent, more comprehensive analysis and a permanent planning scheme amendment is completed. If approved, it will ensure that heritage value is being properly considered before alterations or changes can occur.

Land affected by the Amendment

The amendment applies to the North Richmond Housing Estate, this includes the public housing towers at 106-112 Elizabeth Street and 139 Highett Street, Richmond, the properties at 23 and 25 Lennox Street, as well as the surrounding open green space and associated ancillary areas.
