LGBTIQA+ Heritage Places

Council has requested the Minister for Planning authorise this Amendment to be exhibited.

At its Meeting on Tuesday, 13 October 2026, Council considered the proposed amendment and resolved to request that the Minister for Planning authorise the Amendment for public exhibition.

The documents adopted at this meeting can be viewed below.

Overview

On the 14th of May 2025, Council adopted the LGBTIQA+ Heritage Study, which identified places of historical importance to the LGBTIQA+ community.

The LGBTIQA+ Heritage Study prepared a comprehensive list of places and objects of heritage significance to the LGBTIQA+ communities in Yarra.

The Study made recommendations on mechanisms for improving their documentation, protection, promotion, celebration, and acknowledgement.

Yarra City Council resolved to adopt the recommendations through a staged process, the first of which will be through Amendment C337yara.

Amendment C337yara seeks to amend the Schedule to the Heritage Overlay to three individually significant places:

  • 149 Gipps Street Abbotsford (HO300)
  • 176 Hoddle Street, Abbotsford (HO301)
  • 21 Smith Street Fitzroy (HO302)

The amendment also updates statements of significance and correct errors to place names, curtilage and addresses of places identified in the study.

Additional actions stemming from the LGBTIQA+ Heritage Strategy, including updates to the boundaries for HO334 – South Fitzroy Precinct, will be pursued subsequently.

Following submissions from the community, Council will consider them and resolve to submit the amendment and submissions to an independent public hearing, where all views will be heard and considered.
