Overview

Cremorne is undergoing a rapid period of growth and change. To help plan for Cremorne's future, the State Government has prepared a Place Implementation Plan for the suburb to support its growth. Released by the Victorian Planning Authority (VPA), the Cremorne Place Implementation Plan (CPIP) was a joint project between VPA and Yarra City Council which provides a vision and actions. Preparation of an Urban Design Framework (UDF) is a specific action of the CPIP. 

 

Vision

Cremorne is a global innovation precinct with a vibrant village feel, new sustainable development, quality public spaces, active transport options, set within narrow streets and historic industrial buildings and workers cottages. (Cremorne Place Implementation Plan, Victorian Planning Authority, 2020).

 

Consultation and exhibition

Exhibition of draft Amendment C318yara and the Revised Cremorne UDF (September 2023) was held between Monday 3 November 2025 to Monday 8 December 2025. Documents publicly consulted on can be found here.

Changes to the Urban Design Framework following consultation 

Key issues from submissions regarding the UDF related to Theme 3: Connected and accessible Cremorne. The proposed changes to the UDF include:

  • Deleting references to the signalisation of Punt Road and Kelso Street (previously Hot Spot 1 in the Revised UDF). This retains current two-way vehicle access at Kelso Street between Punt Road and Cremorne Street. 
  • Highlighting that possible interventions would be staged over time.
  • Placing greater emphasis on balancing various transport needs and to discourage through-traffic, including deletion of specific references to separated bicycle lanes, and walking and cycling routes.
  • Deleting references of the proposed underpass through the elevated rail corridor to Lennox Street.
  • Update the document to align with Council resolution on draft Amendment C318yara from the July 2026 meeting. Remove redundant references and updates since 2023.

These changes will be considered by Council at the 22 September 2026 Planning Decisions Committee meeting.

Draft Amendment C318yara

A key action from the Cremorne UDF is to implement the built form and land use outcomes from the document into the Yarra Planning Scheme. Council considered submissions relating to the draft Amendment C318yara at its July 2026 Ordinary Council meeting.
