We have been involved with trials to assess the viability and safety of e-scooters in our municipality.

Electric scooters (e-scooter) are an accessible, eco-friendly and cost-effective way to travel and private e-scooter use is now legal across Victoria.​

To ensure the safety of e-scooter riders and other people in the community including pedestrians, there are a number of rules e-scooter riders must follow.

Need to report an issue?

All issues should be reported directly to the providers, they will be able to engage staff promptly to remove or relocate e-scooter or e-bikes.

See below for 24-hour online reporting mechanisms. Under Council’s agreement with the providers, all dangerous obstructions or accessibility issues, should be resolved within two hours. Please report through below links.

Reports can also be raised directly by scanning the QR code provided on each e-scooter, this will open an online form and by completing the relevant information, a report is submitted.  

On-going e-scooter or e-bike issues?

We are also actively addressing e-scooter and e-bike concerns through our Enforcement Blitz patrols across Yarra. 

However, if you encounter persistent issues like unremoved reported e-scooter and e-bikes or inappropriate parking, you can escalate your concerns to Council directly. 

Our Officers will investigate these matters further.
 

This is the best way to resolve an inappropriately parked vehicle, such as an obstruction or safety matter. All other avenues will incur delays in reporting to appropriate provider and Council. Third-party apps such as Snap, Send Solve are not supported and reports submitted will be delayed as it is not integrated with the e-scooter operators system.

Frequently asked questions

Council’s agreement only applies to the e-scooter Shared Scheme, not private e-scooters. This includes our geofencing and enforcement blitz.

Matters relating to private e-scooters fall under the Road Safety Road Rules 2017. 

If you need to report any concerns relating to private e-scooters, then you will need to contact Victoria Police.

Council is undertaking a number of measures to ensure that e-scooters are parked correctly, this includes:

  • Geofencing paths that are under two metre in width
  • Implementing both virtual and painted parking bays for e-scooters where appropriate across Yarra
  • Undertaking an enforcement blitz with dedicated Officers who will be actively patrolling Yarra
  • Exploring on-street parking or utilising parking bays for dedicated e-scooter parking
  • Proactively communicate shared e-scooter rules on social media platforms to support safe parking

We will continue to look at additional ways to ensure e-scooters are parked correctly and welcome any suggestions or feedback for consideration.

Geofenced Footpaths

Council has implemented a number of measures to regulate the parking of e-scooters in Yarra. 

Riders can still unfortunately leave e-scooters in prohibited locations without ending their trip, this is called ‘force ending’. 

When riders do this, they will still be charged for a period of time and will also incur an additional charge for leaving the vehicle, resulting in a higher fee on their account.

E-scooters can be parked in an upright position on the kerbside, at least 1.5 metres from buildings.

No-parking on infrastructure that assist people with vision impairment (tactiles, guides, steps, rails) or adjacent to disabled car parking bays.

Do not park on landscaped areas, by leaning including trees, buildings, poles, street furniture or any structure.

In the City of Yarra, e-scooters cannot be parked on paths narrower than 2 metres wide. Areas will be shown in the app. 

Parking in no parking areas may result in penalties.

Alternatively, you can check the designated parking bays map to find a nearby spot.
 

E-scooters are restricted to bicycle lanes, bicycle paths, separated and shared paths, and roads with a maximum speed of 60km/h.

Shared e-scooter program currently operates only in the Cities of Yarra, Port Philip and Ballarat. Trips will end at the border of this operating area. 

You can also use a shared e-bike. This program operates across the Cities of Yarra, Port Philip, Melbourne and Stonnington. You can ride between two or more participating Council areas.

E-scooters are limited to 20km/h.

Riders are required to behave in accordance with the Victorian Road Rules, ride safely and respect the scooters and other road users.

E-scooters offer a sustainable and affordable transport option for our community.

E-scooters have been legalised for private and commercial use in Victoria by the State Government.
