Residential and visitor permits

Residential and visitor parking permits are available to eligible residents, with temporary permits issued for special circumstances.

Who can apply?

If your residence was built or redeveloped after 10 December 2003, it's not eligible for any parking permits. For more information, download our information sheet [ PDF, 293.06 KB] .

Residential parking permits

You can apply for a residential parking permit if you:

  • Reside at an eligible Yarra property, and it is your primary place of residence.
  • Are the registered owner or the primary driver of a vehicle.

If you live at the property, you must make the application in your name. Residential permits are only valid when attached to the registered vehicle specified in the application.

Visitor parking permits

You can apply for a visitors parking permit if you:

  • Reside at an eligible Yarra property, and it is your primary place of residence.
  • Do not already hold a visitor permit.

Visitor permits can be easily moved between cars.

Temporary parking permits

You can apply for a temporary parking permit if you:

  • Reside at an eligible Yarra property, and it is your primary place of residence.
  • Require a temporary parking permit due to an extraordinary circumstance. (for example; your vehicle has been an accident, and you are driving a temporary replacement vehicle.)

Temporary permits are issued without fee, and valid for one month. Residents are entitled to no more than one temporary permit every twelve months.

Number of allowed permits

You can get:

  • a maximum of two residential permits (only one permit can be a visitor permit).
  • a maximum of one permit if you live in a rooming house.
  • one temporary permit for one month per household per year.

You can apply for a third permit if you've continually lived at the premises prior to 21 October 2014 (evidence will be required).

Multi-dwelling properties such as units and townhouses are not eligible for third permits.

What documents to include

Proof of residency 

You must provide one of the following documents with your application for either residential or visitor parking permits. If you don't attach proof of residency, we can't issue you with a parking permit.

  • Contract of sale (if purchased in the last 12 months)
  • Rates notice (postal and property addresses must match)
  • Utility bill from the last three months (service and postal addresses must match)
  • Current Healthcare/Pension/DVA/War widows card.
  • Current signed lease
  • Bond transfer form
  • Utility bill from the last three months (service and postal addresses must match)
  • Current Healthcare/Pension/DVA/War widows card
  • Copy of signed lease and witnessed statutory declaration from the lease holder, stating that you live at the property and the date you became a resident
  • Current rent receipt showing your name
  • Letter of tenancy signed by your landlord and a copy of landlord's rates notice
Proof of vehicle ownership

You must provide one of the following documents with your application for residential parking permits. If you don't attach proof of vehicle ownership, we can't issue you with a parking permit. 

*We do not accept VicRoads registration extracts. The vehicle transfer document must include the owner/driver's name and the registration number.

  • Registration certificate or renewal notice
  • Contract of sale (must show registration)
  • Signed VicRoads vehicle transfer*
  • Copy of insurance documents
  • Copy of insurance documents (must list you as a driver)

We will require two supporting documents:

  • One of the following:
    • Registration certificate or renewal notice
    • Contract of sale (must show registration)
    • Signed VicRoads vehicle transfer
    • Copy of insurance documents

As well as:

  • Signed official company letter stating that:
    • you are the main driver
    • the vehicle is housed at the application address.

Proof of concession entitlement

Your first permit is free if:

  • you have a valid concession card, and
  • you're applying for the first issued parking permit at the property.

We accept the following documents (must be valid) as proof of concession entitlement:

  • Health Care Card
  • Pensioner Card
  • Department of Veterans' Affairs Gold Card
  • War Widow or TPI.

If you don't attach proof of concession entitlement, we can't issue you with a concession-rate parking permit.

How to apply

Apply online

Follow the link to begin your application. Make sure you have proof of residency and vehicle ownership documents available.

*If you require your permit straight away, please apply in person at our customer service centres.

Fees

Prices are based on the number of parking permits you have at the property.

The same charges apply for residential and visitor parking permits.

Full fees

Fees are valid to 30 June 2025 and are exempt from GST.

  • 1st permit - $54.50
  • 2nd permit - $132
  • 3rd permit - $247 (pre-existing entitlement only)

Concession fees

Fees are valid to 30 June 2025 and are exempt from GST.

  • 1st permit FREE
  • 2nd permit $54.50
  • 3rd permit $54.50 (pre-existing entitlement only)

How to pay

An invoice will be emailed to you, once your application has been approved.

Online

Pay online

BPAY

You can now pay by BPAY using Biller Code 459875. Your customer reference is located on your invoice or renewal notice.

In person

Pay in person at one of our customer service centres between 9am and 5pm Monday to Friday.

Mail

Bank cheque or money order payable to Yarra City Council and send it to:

Receiving your permit

After we've approved your application and received payment, we'll post the permit to the address on the application. It should arrive within 5 to 10 business days.

We issue residential parking permits as a sticker to attach to your vehicle windscreen. Visitor parking permits will be provided with a sleeve so it can be displayed in your visitor's vehicle.

If you need a permit straight away, please apply in person at a customer service centre.

Renew your permit

Parking permits expire after 12 months. We will send you a renewal notice 4 to 6 weeks before your permit expires.

If your address and vehicle details are the same and your permit hasn't expired, you can pay using the available options on your renewal notice or by calling 1300 792 772.

If you need a permit on the spot, visit one of our customer service centres and make sure you bring all required documents.

Renewing with a concession card

There are 2 options for renewing your permit online when you have a concession card:

Replace your permit

We can replace your permit for a fee of $22.00.

If your permit was stolen and you can provide a police report, there will be no fee.

You can submit a replacement request online or visit one of our customer service centres.

Change your vehicle registration

Please complete an online customer request to change your vehicle registration.

You must let us know if you change vehicles and provide one of these documents as proof:

  • Registration certificate or renewal notice
  • Contract of sale (must show registration)
  • Signed VicRoads vehicle transfer
  • Insurance documents.

A fee of $22.00 will apply.

You must return the old permit or provide proof if you've sold, disposed of or traded in the vehicle. We can't process the transfer if you don't provide one of these documents.

Get a refund on your permit

You can get a refund for your permit if you move out of Yarra within six months of receiving it (calculated pro-rata).

To get a refund:

  • remove the parking permit sticker from your vehicle
  • post the parking permit to PO Box 168, Richmond (attention Parking Services) or return it to a customer service centre

Please ensure that you include:

  • a statement that you want to cancel the parking permit
  • your bank account details.
