Why we do not install CCTV in public spaces.

Council’s approach to community safety focuses on practical, evidence-informed measures that improve the design, use and management of public spaces.

We apply Crime Prevention through Environmental Design principles, which aim to reduce opportunities for crime and improve perceptions of safety through better physical environments. Examples include clear sightlines, activation, complementary infrastructure such as lighting, maintenance and public realm improvements that support visibility and passive surveillance.

Community safety is a shared responsibility.

Victoria Police play the lead role in law enforcement, investigation and operational policing. The courts are responsible for determining criminal matters, while the Victorian Government and its agencies lead broader justice, corrections and community safety policy and programs.

Council works with local communities, businesses, Victoria Police and the Victorian Government to promote a safer, more welcoming and better-managed public realm.

CCTV locally

In October 2017 the Victorian Government installed CCTV in and around Victoria Street. These include:

  • eight cameras affixed to three poles on the east side of Lennox Street, between Victoria and Highett streets
  • five cameras affixed to two poles on Victoria Street, on the corner of Nicholson Street (eastern side of Victoria Street) and opposite Little Lithgow Street (southern side of Victoria Street).

In Victoria, CCTV is covered by Information Privacy Principles No 1.3 and the Surveillance Devices Act 1999 and Commonwealth Statutes.

Owners of CCTV in public places are responsible to inform people of device use.
