You need a permit to construct or install a temporary vehicle crossing. Your temporary vehicle crossing must comply with Council Standard Drawings and be installed to the satisfaction of our officers.

What you need to know

Construction Management Plan

Sites with an approved Construction Management Plan must install a temporary concrete vehicle crossing. For all other sites (single residential property) we will only consider a temporary steel vehicle crossing.

A vehicle crossing from an arterial road must be constructed in accordance with VicRoads Guidelines.

Trees

If the proposed vehicle crossing is within a Tree Protection Zone (calculate TPZ), your application will be referred to our Arborist for their approval. You will be liable for the cost of replacing and removing any trees.

Council assets

If you need to remove and relocate any council assets to install a temporary vehicle crossing, you must indicate these on your site plan and attach with your online application.

Council assets can include parking signs, street trees, street furniture.

You need a referral to the relevant department to review and approve the removal. If the removal is approved, additional fees may apply. Indicate any affected council assets on your site plan.

Road closures

If your works involve closing any of our roads, you must provide 7 days' written notification to all stakeholders within 100 metres. You can attach a completed Road Closure Notification Template [ DOC, 388.5 KB] with your online application.

How to apply

Please follow these steps to apply:

1. Apply online

Please include the following mandatory documents in your application:

  • Certificate of Currency showing a minimum of $20 million public liability insurance
  • Traffic Management Plan in accordance with the requirements
  • Aftercare Plan (if the temporary vehicle crossover takes multiple days to install or needs to cure overnight)
  • Other Authority approvals
  • Site plan of temporary vehicle crossover.

Your site plan must include the:

  • location of the temporary vehicle crossing in relation to subject site
  • subject site and its surrounds
  • existing utilities in proximity
  • existing trees in proximity
  • existing drainage and road infrastructure in proximity.

After you submit the application, you will receive an automatic notification with an application number which must be used for all future correspondence.

No works can begin until we have issued a permit and you have met all conditions. If any works begin before the permit is issued, we will take enforcement action. This can include issuing notices or fines, suspending works, bringing court proceedings, and removing the crossing.

2. Permit issued

If the application is approved, we will send you an invoice. When the invoice is paid, a permit will be issued with conditions.

If your application is declined, we will notify you.

3. Inspections - Steel

Inspections are booked for the installation, removal, and each month the crossover is in place.

4. Inspections - Concrete

A pre- and post-pour inspection is required. This will be booked in a minimum of 48 business hours after the permit has been issued.

If we identify any issues at the post-pour inspection, we will contact the responsible person. 

If we do not identify any issues, there will be no further contact until you need to remove the crossover and reinstate council's asset. 

You must apply for a Road/Footpath Opening Consent before undertaking any reinstatement works.

A Council officer will inspect the works for:

  • public safety issues
  • compliance with our standards and Permit conditions
  • reinstatement of the road reserve to the original condition
  • damage to Council assets within the road reserve.

How long will your application take to process?

Initial assessment of your application can take up to 7 working days. A permit cannot be issued until all required documentation has been supplied and is satisfactory

How to request an update on your application?

You can request an update of your permit application using an online enquiry. A permits officer will respond to your request.

Inspections

Please note, we require a minimum of 2 inspections, and monthly inspections for steel vehicle crossings.

Extend your permit

You must extend your permit before the permit expiry date.

You can extend your permit by clicking on the button below and provide the following information:

  • permit number
  • site address
  • number of weeks to be extended
  • if there are any changes to the area being occupied
  • contact details
  • certificate of currency - if the copy on file has expired, you need to send a new certificate of currency.
  • other authority approvals (if applicable) - if the extension dates are not covered in the approval on file, you need to contact the relevant authority and request changes.
