Construction management plan (CMP)

Learn more about the process of submitting a construction management plan.

A Construction Management Plan (CMP) is required for large or difficult to build developments. They help address how works will take place and how impacts on residents and local business can be reduced.

You need to submit a CMP if it is listed as a condition in your Planning Permit. The CMP needs to be prepared before any works start.

Follow this process to submit a CMP:

    Use the online portal to book a pre-submission meeting with one of our Assessment Officers. They will grant you access to the CMP online submission system.

    Complete the application forms (eight in total).

  • 3

    Submit your CMP application ensuring you have attached the requested documents for each section.

Key things to know:

  • The CMP submission will include eight separate sections.
  • Only upload PDF, JPEG, JPG documents with a maximum file size of 30MB per attachment.
  • Your submission must include an extract of the executed building contract, or a statutory declaration from the owner of the land stating that a building contract has been executed. The statutory declaration must nominate the name of the builder.
  • Allow a minimum lead time of at least one month for processing of your CMP.

After you submit your application, you will receive acknowledgement of your lodgement containing your CMP application number.

Please keep this number handy, as you will need it for any future correspondence

You can expect to have an initial response within five business days if all your documentation has been supplied.

There are eight sections of a CMP submission. They need to be submitted as eight separate documents, with all relevant documentation attached.

To amend a CMP you must apply for secondary consent and submit the following information:

  • a covering letter requesting the secondary consent amendment
  • key reasons for the changes
  • payment of $550 by cheque or credit card details over the phone

Amending an application is a four to six-week process.
