Loading zones

If your business relies on regular deliveries or pick-ups, you may be eligible to apply for a loading zone outside your property.

You can apply if your vehicle has a goods registration classification, or is a passenger vehicle, truck or van with permanently fixed signage on both sides identifying the business.

Loading zones help support local businesses by providing dedicated on-street space for the efficient loading and unloading of goods, especially in areas where parking is limited.

Loading zones provide dedicated on-street space for vehicles to pick up or deliver goods.

  • Vehicles may only park while actively loading or unloading
  • Loading zones are not for general parking

You can apply to use a loading zone if your vehicle is:

  • Goods registered, or
  • A passenger vehicle, truck or van with a permanently fixed sign on both sides

You may not be eligible if:

  • There is an existing loading bay on your property
  • Your planning permit requires on-site loading/unloading

Council will only introduce a loading zone where:

  • Off-street loading is not available, and
  • High parking demand means delivery vehicles cannot easily find a space

Council also aims to:

  • Spread loading zones evenly along streets
  • Consider different business needs and demand

How to Apply

To apply for a loading zone, you will need to:

  1. Complete the loading zone application form [ PDF, 125.34 KB]
  2. Provide:
    • Full name and contact details
    • Business details (including ABN if applicable)
    • Property and site details
  3. Include reasons supporting your request
  4. Obtain support from two adjoining residents or businesses
  5. Submit your application to [email protected]

Supporting information required

Your application must include:

  • Completed form
  • Two supporting signatures (neighbouring properties)
  • Contact details (name, phone, email)
  • Any relevant documents or photos

Applications are assessed by the Parking Management unit, and a site inspection will be carried out. Assessment typically takes approximately 8 weeks

Submitting an application does not guarantee approval.

The Parking Management unit will assess the application in accordance with the Parking Restriction Guidelines [ PDF, 611.36 KB] .

Council considers:

  • Availability of nearby parking and existing loading zones
  • Suitability of the location (including narrow streets)
  • Safety and the best placement (e.g. start/end of parking areas)
  • Compliance with VicRoads guidelines
  • Any objections from nearby traders
  • Planning permit requirements
  • Input from Traffic Engineering

You can also apply to:

  • Remove a loading zone (if no longer needed or unused)
  • Relocate a loading zone (if unsuitable location)
  • Provide other reasons for change
If your situation is unique, you can submit a written request with supporting details.
