Yarra City Council has a four year plan to revitalise Victoria Street
At the Council Meeting on Tuesday 11 August 2026, Council adopted the Victoria Street Revitalisation Plan.
Council's Victoria Street Revitalisation Plan sets out practical steps to make the precinct safer, cleaner and more welcoming, while backing local businesses and celebrating the communities and cultures that give the street its character.
We developed the plan with residents, businesses, a Community Reference Group and expert advice. During public consultation from 14 May through to 7 June, more than 580 people took part through surveys, street conversations, community events and targeted outreach.
What we heard
The main themes from the engagement were consistent across all channels and included:
Safety is the thing almost everyone agrees on.
Vacant shops, high rents and absentee landlords.
Food and accessibility and multicultural identity.
Cleanliness, graffiti and the look of the street.
Trust in Council’s follow through.
Engagement methods
The two main engagement methods captured different groups and provided perceptions with emphasis on different areas:
The online survey attracted a largely residential population and included the strongest views on safety, drugs and cleanliness.
The in-person conversations captured more business operators and people from the Vietnamese and wider multicultural community, and showed a stronger emphasis on food, identity and greening.
How the engagement changed the Plan
Community feedback received on the Plan has led to a stronger focus on safety, clearer requests for State Government action and more regular public reporting so the community can see what is changing.
What happens next?
The Victoria Street Revitalisation Plan will be implemented over the next four years. We are currently collecting baseline measures to inform the Evaluation Framework.
Year One projects include:
- Addressing public safety concerns at Lennox Square with visible improvements made by February 2027 and phased implementation of subsequent actions.
- Making amenity and safety improvements in Butler Park
- Undertaking an Identity Study
- Delivering a trial roller door removal program to improve passive surveillance.
- Advocating to the State Government for the advocacy priorities outlined in the Plan.

Roller door grafitti removal
Council runs a weekly service which removes graffiti from shop fronts at ground level along Victoria Street. As part of our Victoria Street Revitalisation Project and at no cost to your business, we can extend this graffiti removal service to your shop’s roller door.
