Stormwater Pollution
Everyone has obligations to ensure stormwater is not polluted, including residents, industries, businesses, builders and tradespeople.
Stormwater is surface run-off from rain and storm events. It travels through gutters and drains into our waterways.
Stormwater can be polluted by a range of sources.
Obligations exist under the Environment Protection Act, Council’s Local Laws the Planning and Environment Act (including under conditions of permit and Construction Management Plans) and other legislation.

Stormwater pollution obligations on building sites
Run-off from building sites can cause significant pollution. Contaminated run-off must be prevented.
There are different ways run-off can be prevented.
For major and complex building sites, the site specific methods of prevention will be contained in the endorsed Construction Management Plan (Section D).
Where building sites are not required to have a Construction Management Plan, it is the responsibility of builders and people working on site to ensure that sufficient measures to prevent run-off are implemented. The EPA provides information on managing erosion and sediment from your business.

Report a breach
You can lodge a suspected breach of stormwater obligations from building sites to Council’s Construction enforcement team.
