Residential and visitor permits
Residential and visitor parking permits are available to eligible residents, with temporary permits issued for special circumstances.
Who can apply?
If your residence was built, subdivided or redeveloped after 10 December 2003, it may not be eligible for any parking permits. For more information, download our parking permit information sheet. [ PDF, 293.06 KB]
Residential permits are linked to the vehicle registration specified in the application.
You can apply for a residential parking permit if you:
- Reside at an eligible Yarra property, and it is your primary place of residence.
- Are the registered owner or the primary driver of a vehicle.
If you live at the property, you must make the application in your name.
Visitor permits are not linked to a specific vehicle can be moved across eligible vehicles.
You can apply for a visitors parking permit if you:
- Reside at an eligible Yarra property, and it is your primary place of residence.
- Do not already hold a visitor permit.
You can apply for a temporary parking permit if you:
- Reside at an eligible Yarra property, and it is your primary place of residence.
- Require a temporary parking permit due to an extraordinary circumstance. (For example your vehicle has been an accident, and you are driving a temporary replacement vehicle)
Temporary permits are issued without fee, and valid for one month. Residents are entitled to no more than one temporary permit every twelve months.

Number of permits and fees
You can get:
- a maximum of two residential permits (only one permit can be a visitor permit).
- a maximum of one permit if you live in a rooming house.
- one temporary permit for one month per household per year.
You can apply for a third permit if you've continually lived at the premises as of to 21 October 2014 (evidence will be required).
Multi-dwelling properties such as units and townhouses are not eligible for third permits.
How fees work
Fees depend on the order of permits issued at your property and the permit type.
If your property has no permits, your application will be charged at the 1st permit rate. Subsequently, your next application will be charged at the permit rate for that permit type.
If your property is only eligible for two permits, 3rd permit fees do not apply.
Example: If your property already has 1 residential permit and you apply for a visitor permit, you will be charged $139 for the 2nd permit.
Current parking permit fees
Fees are valid to 30 June 2027 and are exempt from GST.

Documents you need
When you apply for a new residential parking permit you must supply:
- proof of residency and
- current vehicle registration.
- You must provide one of the following documents with your application for either residential or visitor parking permits. If you don't attach proof of residency, we can't issue you with a parking permit.

- Utility bill from the last three months (service and postal addresses must match)
- Current Healthcare/Pension/DVA/War widows card.
Renting and currently on lease - Current signed lease
- Bond receipt (issued within the last 12 months)
- Utility bill from the last three months (service and postal addresses must match)
- Current Healthcare/Pension/DVA/War widows card
Renting but not on lease - Copy of signed lease and witnessed statutory declaration from the lease holder, stating that you live at the property and the date you became a resident
- Current rent receipt showing your name
- Letter of tenancy signed by your landlord and a copy of landlord's rates notice

*We do not accept VicRoads registration extracts. The vehicle transfer document must include the owner/driver's name and the registration number.

When will I receive my permit?
After we've approved your application and received payment, we'll post the permit to the address on the application. It should arrive within 5 to 10 business days.
If you require your permit straight away, please apply in person at our customer service centres.
How to pay
An invoice will be emailed to you, once your application for a permit has been approved.
Refer to your invoice or renewal notice for biller code and BPAY reference number.
Pay in person at one of our customer service centres between 9am and 5pm Monday to Friday.

Renew your permit
You can either pay for your renewal online or through one of the other methods listed above.
Parking permits expire after 12 months. We will send you a renewal notice 4 to 6 weeks before your permit expires.
If your address and vehicle details are the same and your permit hasn't expired, you can pay using the available options on your renewal notice.
Renewing with a concession card
There are 2 options for renewing your permit online when you have a concession card:
- Complete an online customer request and attach a copy of your concession card to the request or
- Email a copy of your concession card along with your renewal notice to [email protected].
Frequently asked questions
After we've approved your application and received payment, we'll post the permit to the address on the application. It should arrive within 5 to 10 business days.
We issue residential parking permits as a sticker to attach to your vehicle windscreen. Visitor parking permits will be provided with a sleeve so it can be displayed in your visitor's vehicle. If a permit is not reported as undelivered within 30 days of issue, a replacement fee of $56.00 will apply.
If you need a permit straight away, please apply in person at a customer service centre.
If your parking permit is lost, stolen, damaged, or not received, different rules apply depending on the type of permit and the reason for replacement.
Residential Parking Permits
These permits are linked to a specific vehicle registration.
Replacement permits are available for:
- Change of vehicle registration
- Permit not received (reported within 30 days of the permit issue date)
- Permit damaged and returned to Council
- Permit stolen (Notice to Victim form or written confirmation provided by Victoria Police)
Fees:
- $29 replacement fee applies in most cases.
- No fee applies for:
- Stolen permits (with supporting evidence)
- Permits not received within 30 days of the permit issue date
Visitor Parking Permits
These permits are not linked to a specific vehicle registration and can be used across eligible vehicles.
Replacement is available (no fee) if:
- Permit not received (reported within 30 days of the permit issue date)
- Permit damaged and returned to Council
- Permit stolen (Notice to Victim form or written confirmation provided by Victoria Police)
Replacement is not available if:
- Permit is lost or misplaced.
In these circumstances, the permit must be cancelled before a new application can be submitted. A new application is then required and the applicable permit fee will apply.
You can submit a replacement request online or visit one of our customer service centres.
Please complete an online customer request to change your vehicle registration.
You must let us know if you change vehicles and provide one of these documents as proof:
- Registration certificate or renewal notice
- Contract of sale (must show registration)
- Signed VicRoads vehicle transfer
- Insurance documents.
A fee of $29 will apply.
You must return the old permit or provide proof if you've sold, disposed of or traded in the vehicle. We can't process the transfer if you don't provide one of these documents.
Your existing Residential and Visitor permits will no longer be valid when you move address.
You can get a refund for your permit if you move out within six months of receiving it (calculated pro-rata).
To get a refund:
• Remove the parking permit sticker from your vehicle
• Post the parking permit to PO Box 168, Richmond, VIC, 3121 (Attention Parking Services) or return it to a customer service centre
If you are moving to another address within Yarra, you may be able to transfer your existing permit address (providing your new address is eligible for parking permits).
You must attach proof of residency for your new address (see what documents to include).
A $29 replacement will apply.
No. Only one visitor permit per household counts towards the first or second permit.
If your permit has not arrived, you must notify Council within 30 days of the permit issue date.
- Reported within 30 days → replacement issued at no charge
- Reported after 30 days → the permit is considered delivered and a new application will be required
Interchangeable permits are designed for flexible use across eligible vehicles. Because they are not linked to a single vehicle registration, they carry a higher risk of misuse if they are reported as lost or unaccounted for.
Lost interchangeable permits will not be replaced as the original permit may still be in circulation and could be misused by an unauthorised person, e.g. a permit being found and used by another resident or used in multiple vehicles after a replacement is issued. Additionally, the vast majority of fraudulent / copied permits that Council encounters are a result of lost or misplaced interchangeable permits.
Council devotes significant time and resources to protecting the integrity of the permit system and reducing the negative impact of lost interchangeable permits on the community. This includes conducting compliance and enforcement activities to identify and address the use of cancelled or invalid permits, checking permit validity during patrols and taking enforcement action where invalid permits are displayed.
Council wishes to encourage residents to ensure they keep their Parking Permits secure and treat them as a valuable item.
As a result, when an interchangeable permit is reported as lost or missing, it will not be reissued. A new application is required to ensure that only valid permits are in circulation.
No. Once a permit has been cancelled, it becomes permanently invalid even if it is later found.
Any cancelled or replaced permit is no longer valid and must not be used, even if the physical permit is still in your possession.
Council undertakes compliance and enforcement activity to identify and address the use of invalid permits.
