Storage of commercial bins

Everything you need to know about permit requirements, applications, and renewals for commercial bins on public land.

You need a permit under the local law to store bins on council land. 

This permit is strictly intended for landlocked properties where no internal or private storage space exists. 

If any space is available on your private property to accommodate your bins, you will not be granted a permit.

Before you begin the application process, please review the below

Priority on Private Property: To minimise impact on our public streets and sidewalks, commercial waste bins must be stored on private property whenever possible. 

No Alternative Space: Permits are only issued to "landlocked" businesses. If your property has a courtyard, garage, or internal area capable of holding your bins, you will not be eligible for a permit.

Proof of Need: As part of your application, you must provide a detailed explanation of why your bins cannot be stored within your own property boundaries.

Application Fee: $69 - A non-refundable fee paid when you lodge your application.

Annual Permit Fee: $398 - A flat annual permit fee, regardless of the number of bins covered.

Applications are lodged online via the Council’s eServices portal. You will need to provide:

Mandatory Details

  • Business Info: Company Name and ABN.
  • Contact Info: Direct phone and email for the applicant.
  • Bin Specifications: Total number of bins and their specific dimensions or capacity.
  • Proposed Location: A specific street address and a detailed description of the public land you intend to use.

Required Documents (Uploads)

  • Public Liability Insurance: A Certificate of Currency showing at least $20 million in coverage.
  • Site Plan: A clear diagram showing exactly where the bins will sit in relation to surrounding features like driveways and pedestrian paths.
  • Letter of Permission: Required if you are placing bins in front of a neighbouring premises.

Once your application is lodged, it typically follows these stages:

Stage 1: 

Lodgement & Payment: Submit the form and supporting documents and pay the $69 fee.

Stage 2: 

Council Review: An officer checks your application against the information provided, existing planning permits, plans and anything else required.

Information Request: We will contact you if any documents are missing.

Stage 3: 

Site Inspection: An officer may visit the site to confirm the property is landlocked and the location is safe.

Stage 5

Permit Fee: The $398 annual fee is invoiced.

Stage 6: 

Issuance: Your permit is generated and emailed to you. Bins can be stored on Council land subject to strict conditions.

All permits expire on September 30 each year.

We will email you a renewal notice. Payment is due by 30 September.

Ensure your contact information is current to avoid missing your notice.

Permits are tied to the specific permit holder and premises. They cannot be transferred if the business is sold. New owners must apply for a new permit before they begin storing bins on public land.
