Temporary public space licences
How to apply for a temporary public space licence for activities on our footpaths, roads, parks and reserves.
You need a temporary public space licence for any of these activities on our footpaths, roads, parks and reserves:
- Fundraising collections
- Promotional activity
- Consultation/Community activations
- Fundraising at intersections
- Decals (community and not-for-profit organisations only).
How to apply
Follow these steps below to prepare your application.
Step 1 - complete application form
Download and complete our temporary public space licence agreement form [ PDF, 85.74 KB] .
Step 2 - attach relevant information
You may need to attach some of the following information:
- Permission letter from occupiers of places where you are placing footpath items
- Current copy of your public liability insurance (also called a Certificate of Currency) with a minimum of $20 million coverage (insurance must cover the event date and name the occupiers of affected premises)
- Site plan (if you're setting up goods on council land)
- Waste management plan (if you're distributing leaflets or a product).
- A letter of authority (if you're raising funds for a charitable or not-for-profit organisation.

Fees
Fees depend on the type of temporary public space licence that you need. All fees are GST free.

Temporary public space licence conditions
- A fee is applicable to all non-charitable organisations.
- An out-of-hours local law inspection fee may apply.
- This licence is only available for fundraising and similar events, not for commercial good sales.
- Activities are conducted during normal business hours only, including weekends.
- You're generally allowed three licences per year, but this may reduce to one in prime locations.
- Promotional companies representing other organisations or companies can receive a maximum of 12 licences per year.
- If you are setting up a stall on the footpath, written consent from the occupant of the adjacent building/business is required.
- You must forward details of your proposed activities to us at least 10 working days before the start date.
