Our vision
Johnston Street will evolve into a vibrant and active neighbourhood centre that serves the day-to-day needs of the local community whilst maintaining a regional role in supporting employment and business opportunities.
The area will accommodate a growing population and be well-connected by sustainable forms of transport, with activity focused around Victoria Park Station.

Structure plans say how we would like the largest shopping and business areas in the City of Yarra to change and grow. A structure plan provides our vision for an area's:
- land use
- building height, setback and spacing
- public spaces
The Johnston Street Local Area Plan covers approximately 112 hectares across the suburbs of Abbotsford and Collingwood, from the Yarra River (Abbotsford) at the eastern end through to Smith Street (Collingwood) in the west.
Yarra Council adopted the plan in December 2015 following extensive community consultation.
The Johnston Street Local Area Plan will be used to:
- guide decisions for new developments in the area
- coordinate better community services
- improve footpaths and bike lanes
- improve streetscapes
- help coordinate actions across all levels of government
Under the plan, Johnston Street will continue to evolve into a more vibrant, liveable and accessible place with a diverse mix of commercial activity occurring at street level and commercial and residential uses occurring at upper levels. The plan seeks to encourage more pedestrians activity on the street - with more shops and cafes for people to enjoy.
The plan also identifies opportunities for concentrated forms of development close to Victoria Park Station, so people can live and work closer to public transport. Living clusters around the station will contribute more street activity and help to form an important hub in the future.
