STORM tool revised - Blue Factor
We are pleased to announce that the City of Yarra is assisting implement the new revision of the STORM tool – Blue Factor.
Melbourne Water have announced that no new STORM projects can be created from the 14th October 2025.
The means that applicants should be familiarising themselves with the Blue Factor tool instead.

This revised version of STORM builds on the legacy of the original STORM Calculator developed by Microburst Software's directors with input and support from Melbourne Water, Ecological Engineering and the Association of Bayside Municipalities (ABM).
City of Yarra and other Vic councils have been supporting the development of the tool, through testing and stakeholder feedback.
Even though the tool is still in ‘Beta’ mode, it is functioning well and is generating sensible results, so we are welcoming applicants to use it for town planning purposes.
Yarra will be accepting both old STORM reports as well as Blue Factor STORM reports for the next interim period, until the STORM tool is completely retired.
