The Minister for Planning has approved this Amendment.

Amendment C247yara – 21 Northumberland Street and 26 Wellington Street, Collingwood came into effect on 8 May 2026 when the Notice of Approval was published in the Victorian Government Gazette.

Overview

The amendment applies the Specific Controls Overlay (SCO22) to 21 Northumberland Street and 26 Wellington Street, Collingwood, and introduces a connected incorporated document.

This allows 20 identified lots to be used as residential dwellings in a Commercial 2 Zone (C2Z). The Amendment strikes a balance between ensuring the potential impact on the Gipps Street Major Employment Precinct is minimised and managed, while providing existing residents security of tenure.

Land affected by the amendment

The Amendment applies to the land at 21 Northumberland Street and 26 Wellington Street, Collingwood (the Site). The Site is located within the Gipps Street Major Employment Precinct (MEP) and is included within the Commercial 2 Zone (C2Z). The Site consists of various buildings, including four silos that are associated with the historic brewing use, common areas and a car park.

What stage is this amendment at?

There are six steps in the process to consider amendments.

This project is currently at ‘Stage 6 – Approval’ of the Planning Scheme Amendment process. The Minister for Planning has approved this Amendment.

What has happened so far?

Complete 

Councillors reviewed the proposed amendment at a Council Meeting on 18 June 2024. At this meeting, Councillors resolved to formally seek authorisation from the Minister for Planning to proceed with the amendment process.

Exhibition was held from 12 November 2024 to 16 December 2024. It provided the opportunity for submissions on the Amendment as part of the planning scheme amendment process.

The Amendment received three submissions during the exhibition period. Council considered these submissions and was able to resolve all three.

As all submissions were resolved by Council, no planning panel hearing was held.

At a Council Meeting on 8 April 2025, Council adopted a preferred version of the amendment for approval. Following the Council Meeting, officers requested approval from the Minister for Planning, who is the final decision maker.

The Minister considered the exhibited amendment and Council’s adopted position to make a decision on the Amendment. The Minister approved the Amendment with minor changes to the Incorporated Document on 8 May 2026.
