Heidelberg Road Local Area Plan and Built Form Framework

On this page you'll find an overview of two major projects:

  1. The development of a Heidelberg Road Local Area Plan   
  2. The development of a Built Form Framework for the Commercial 1 Zone and Commercial 2 Zone areas along Heidelberg Road.

Interim Design and Development Overlay (DDO18) provides temporary guidance for the Heidelberg Road Precincts in Yarra.  It came into effect on 22 October 2021 and is due to expire after 22 April 2024.

Community Engagement

Consultation on the draft Local Area Plan alongside Darebin City Council and on Yarra’s requested interim DDO18 and HOs 511 and 512 was completed in mid-2021. 

The feedback helped to inform the preparation of proposed permanent built form controls for Heidelberg Road Precincts (Draft Amendment C273).  More information on Draft Amendment C273 can be found here.

Project 1: Heidelberg Road Local Area Plan

In a collaborative project with Darebin City Council, Yarra City Council has prepared a high-level Heidelberg Road Local Area Plan (LAP) between the Merri and Darebin Creeks.

A draft LAP was adopted by Yarra City Council on 4 February to help inform interim built form controls in Amendment C272yara. The LAP would be finalised once Darebin City Council has completed its own background work to inform it. Also see Darebin’s Yoursay page  for information in relation to this.

The LAP will provide a framework to manage future growth and change along the Heidelberg Road Corridor. It sets out a preferred vision and a number of objectives relating to land use, built form, public realm, access to open space and transport matters.

It does not propose to change policy or planning controls for residential zone land within the City of Yarra nor the approved Alphington Paper Mill Development Plan.

Study area

The LAP covers both sides of Heidelberg Road and extends from Merri Creek to Darebin Creek. It focuses on commercial and industrial zone areas but also considers implications for adjoining residential and parkland areas

Project 2: Developing a Built Form Framework

Alongside the Heidelberg Road Local Area Plan, Yarra has prepared a built form framework for the Commercial 1 Zone and Commercial 2 Zone areas along Heidelberg Road, between Merri and Darebin Creeks.

The built form framework has helped to inform the preparation of proposed permanent built form controls for Heidelberg Road Precincts (Draft Amendment C273).  More information on Draft Amendment C273 can be found here.

The built form framework does not change policy or planning controls for residential zone land within the City of Yarra nor the approved Alphington Paper Mill Development Plan.
