Service changes due to coronavirus

From 11.59pm on Tuesday 28 September 2021, the COVID-19 restrictions across Victoria (including the City of Yarra) will ease slightly.

This comes as Victoria reaches the 80% first dose target for COVID-19 vaccines.

These changes were announced by the Premier on Sunday 26 September.

During this time, are 6 reasons to leave home:

  1. Food and supplies.
  2. Authorised work.
  3. Care and caregiving.
  4. Exercise, for up to four hours.
  5. Getting vaccinated.
  6. Limited outdoor social activity.

As part of this lockdown, there will be changes to our services.

Aged and disability services

Services for Older People under the Regional Assessment and Commonwealth Home Support Program

Council will continue to provide all essential aged care services during this period where it is safe to do so.

For the purposes of the Regional Assessment Service and Service Facilitation visits this will include telephone based assessments or where essential, home based visits. 

For the purposes of the Commonwealth Home Support Programme (CHSP), essential services include:

  • Meals (delivered to the home only).
  • Transport (trips to essential medical appointments only).
  • Domestic assistance.
  • Personal care.
  • Home Maintenance (essential safety only).
  • Social Support (phone and online-based services only).

Services for Younger People with disability under the Home & Community Care Program

Council will continue to provide all essential services for younger people with disability during this period where it is safe to do so.

This includes:

  • Personal care.

  • Libraries will be closed from 8pm Thursday 5 August until further notice.
  • Click-and-collect services will be available at all branches between 10am-5pm on weekdays and during ordinary opening hours on the weekend.
  • Returns chutes will remain open but members are encouraged to keep their items at home until we reopen.
  • Binge Bundles are available from all branches. Fill out the online request form or give us a call and we'll prepare a curated selection of binge-worthy items for you to pick up. Place your Binge Bundle request online or contact us to make a request. Home delivered Binge Bundles are not available at this time. 

Leisure centres and Burnley Golf Course

Sport and recreation 

  • All community sport and physical recreation is suspended in line with current restrictions. 

Parks and playgrounds

  • From 11.59pm on Thursday 2 September, outdoor playgrounds are open for children under 12 years with one parent or carer. The parent or carer cannot take their mask off to eat or drink while supervising their children playing. A QR code check in will be required for users of playground equipment.
  • From 11:59 on Friday 17 September, Yarra's skate parks and outdoor recreation centres will reopen.
  • If you are visiting one of our parks, please remember to practice good hand hygiene, always wear a face mask and maintain physical distancing. 

Gleadell Street Market

In order to keep our stallholders and our customers staff, we ask everyone to follow advice below:

  • Masks must be worn at all times
  • One person per household can attend the market, this will be strictly supervised.
  • You must live within 5km of the market
  • Maintain 1.5m distance
  • Follow all COVID-19 safe guidelines

  • The Yarra Youth Centre and Richmond Youth Hub are temporarily closed until further notice to help slow the spread of coronavirus (COVID-19) in our community.

Events and venues


  • All of our venues are currently closed.
  • If you have a booking during this time we will be emailing you to arrange a refund. Please be patient whilst we work through all of our bookings.

  • All exhibitions in our venues will be unavailable during this time. This includes the exhibitions located in Richmond Town Hall, Fitzroy Library and Bargoonga Nganjin North Fitzroy Library. 

Family and children's services

Parents with children enrolled in our kindergarten and child care services will be contacted directly about any impacts from the current restrictions.


Immunisation services remain an essential service and therefore our immunisation clinics will always be open during lockdowns. Please check the immunisation clinic  calendar on our website for locations, dates and times. 

Maternal and Child Health

During COVID-19 lockdown periods we are still able to see families in our MCH centres for appointments.

  • Home Visits will occur in your local MCH centre.
  • MCH Key Age & Stage consultations for young infants (four months and younger) will proceed face to face, conducted in alignment with our COVID safe plan.
  • MCH Key Age & Stage consultations for children over 4 months of age will occur via phone/telehealth, with a short (15 minute) face to face appointment to occur afterwards for growth and developmental assessments.
  • First Time Parent Groups and Parenting Information Sessions will continue online. Families will be notified via email.

Please follow these conditions of entry:

  • Only one carer and the child booked for the appointment can attend during lockdown.
  • Masks must be worn by all adults. Nurses will also be wearing eye protection, as per current advice from Department of Health.
  • Before we can see you and your family for any face-to-face services, we will conduct screening to assess COVID risk. We will ask you if you have been at any Tier 1, 2 and 3 exposure sites.

If you or your child(ren) are unwell, in any way, please do not attend the centre. Your appointment can be rescheduled, or attended via telehealth. Please call our MCH Bookings Line on 9205 5599 to make any changes.

Recycling drop-off centre

  • The recycling drop-off centre at 168 Roseneath Street, Clifton Hill will be closed until further notice due to COVID restrictions.
  • The cardboard-only recycling drop-off point located at the Burnley Depot at 440 Burnley Street, Burnley is still open.


  • Regular parking enforcement has recommenced across the City of Yarra. 
  • Please park legally at all times. 

All other services

  • Household waste and recycling collections, planning, building, animal management, and parking and traffic services operate as normal.
  • There may be some ongoing delays to hard waste collection.
