Amendment C229 and C241 – Interim Planning Controls for Queens Parade

About the amendment

In early 2017, we asked the Minister for Planning to introduce an interim DDO at the western end of Queens Parade. This DDO was approved by the Minister in March 2017. It is included in the planning scheme as DDO16. It expires on 30 March 2019. 

On 4 December 2018, Council resolved to seek an extension of time to this DDO.  We wrote to the Minister for Planning seeking an extension on 14 December 2018.

A second interim control was introduced for the remainder of Queens Parade – Amendment C241.  It introduced DDO20 into the Yarra Planning Scheme.  It was due to expire on 12 January 2020.

Amendment C247 was approved by the Minister for Planning on 29 November 2019. This amendment extends the interim controls for another 11 months. The extension of the interim controls will provide certainty while Amendment C231, to apply permanent controls, progresses through the amendment process.

The effect of Amendment C247 is to:

  • Amend schedules 16 and 20 to Clause 43.02 Design and Development Overlay to extend the expiry date until 12 December 2020.
  • Amend the schedule to Clause 43.01 Heritage Overlay to extend the expiry date of interim controls that apply to heritage place HO498 until 12 December 2021.
