C292yara - Expiry date extension of interim planning controls for Collingwood South Mixed use area

On 18 May 2021, Council resolved to request the Minister for Planning to consider and approve Amendment C292yara to the Yarra Planning Scheme.

What does the amendment do?

C292yara proposes to extend existing interim built form controls (Design and Development Overlays – DDOs) for Collingwood South Mixed Use Area (DDO23).

The interim planning controls were applied through Amendment C250 - Collingwood South.

What are Design and Development Overlays?

The Design and Development Overlay is a planning control that is applied to land which requires a specific design treatment. The purpose of the overlay is to give direction to the specific design and built form requirements.

These includes but is not limited to:

  • Street wall height
  • Upper level setbacks
  • Overall building height
  • Rear interface design
  • Overshadowing
  • Building design
  • Vehicle and pedestrian access.

What stage is this amendment at and what are the next steps?

Officers have forwarded the amendment documentation to the Minister for Planning for consideration.

The Minister for Planning has notified Council that he has decided (under delegation) to exercise the power under section 20(4) of the Planning and Environment Act 1987 to prepare, adopt and approve Amendment C290yara. Notice of approval has been published in the Victorian Government Gazettte on 24 June 2021 and the changes to the planning scheme have now come into effect.


Are we seeking permanent controls?

On 20 April 2021, Council resolved to request the Minister for Planning to appoint an Advisory Committee to consider proposed permanent provisions.

It is expected public consultation will occur as part of the process in the second half of 2021. Further details will be provided when available.
