Heidelberg Road Local Area Plan and Built Form Framework

This page will provide an overview of two major projects; the development of a Heidelberg rd Local Area Plan and a the development of a Built Form Framework for the Commercial 1 Zone and Commercial 2 Zone areas along Heidelberg Road.

Project 1: Heidelberg Road Local Area Plan

Yarra Council, along with Darebin City Council, is preparing a high-level local area plan (LAP) for Heidelberg Road between Merri and the Darebin Creeks. The LAP will provide a framework to manage future growth and change along the Heidelberg Road Corridor. It will set out a preferred vision and a number of objectives relating to land use, built form, public realm, access to open space and transport matters.

Within the City of Yarra the scope will look at planning controls for the commercial zones along Heidelberg Road (Commercial 1 Zone and Commercial 2 Zone). It is not proposed to change policy or planning controls for residential zone land within the City of Yarra nor the approved Alphington Paper Mill Development Plan.

The LAP will build on the earlier analysis and findings of the:

  • Yarra and Darebin Planning Schemes
  • Housing Strategy, Yarra City Council 2018
  • Spatial Economic and Employment Strategy, Yarra City Council 2018
  • Alphington Paper Mill Development Plan, May 2016
  • Darebin Housing Strategy 2030
  • Darebin Economic Land Use Strategy
  • Retail Activity Centre Strategy
  • Darebin Creative and Cultural Framework

Study area

The LAP will cover both sides of Heidelberg Road and extend from Merri Creek to Darebin Creek.  It will focus on commercial and industrial zone areas but also consider implications for adjoining residential and parkland areas

Community Engagement

We will engage with the Yarra community in 3 phases in preparing the draft built form controls:

  1. Initial consultation with key stakeholder and community groups to capture views and knowledge of the area
  2. Consultation on the draft local area plan, which is anticipated to occur in the latter half of 2019.
  3. Formal exhibition of the documentation as part of an amendment to reference the local area plan in the Yarra Planning Scheme

Project 2: Developing a Built Form Framework

Alongside the Heidelberg Road Local Area Plan, Yarra is preparing built form framework for the Commercial 1 Zone and Commercial 2 Zone areas along Heidelberg Road, between Merri and Darebin Creeks. The built form framework will form the basis of future planning controls in the Yarra Planning Scheme – that may include controls relating to building heights, setbacks and access.  The built form framework will be informed by urban design and traffic expertise.  It will not change policy or planning controls for residential zone land within the City of Yarra nor the approved Alphington Paper Mill Development Plan. 

Community Engagement
