Property leases

In mid-2012, Council sought feedback on proposals to enter into lease arrangements with some not-for-profit community organisations.
No public submissions were received during the consultation period in June so Council officers will offered renewed lease terms to the following organisations:
- Alphington Bowls Club – renew the licence at Alphington Park, Alphington, for three years from 1 August 2012
- Richmond Historical Society – renew the lease at the lower level of Richmond Library (415 Church Street) for five years from 1 July 2012
- Women's Art Register – renew the lease at the lower level of Richmond Library (415 Church Street) for three years from 1 January 2013
- St Vincent de Paul – renew the licence at the Brick Storage Shed (at the rear of Collingwood Town Hall) for three years from 1 October 2012
- Royal District Nursing Service – renew the licence at the Brick Storage Shed (at the rear of Collingwood Town Hall) for three years from 1 April 2012
- Belgium Avenue Neighbourhood House – renew the lease at 5A Belgium Avenue, Richmond, for three years from 1 July 2012
- Visionary Images – renew the Crown lease for the rear of 213 Church Street, Richmond, for three years from the date on which the Crown approves the lease.
In mid-2011, Council sought community feedback on proposals to enter into lease arrangements with some not-for-profit community organisations.
Submissions were due by Tuesday 14 June 2011. As no submissions were received, the leases/licences were finalised and forwarded to the organisations listed below for signing.
The lease arrangements are:

a Council Lease to the Richmond Toy Library at lower level 415 Church Street Richmond for a period of five years on the same terms and conditions as the current Council Lease, from 1 July 2011

a Council Lease to the Fitzroy Toy Library at the rear of 156 Napier Street Fitzroy for a period of five years on the same terms and conditions as the current Council Lease from 20 October 2011

a Council Lease to the Carringbush Adult Education Centre of 415 Church Street Richmond for a period of five years on the same terms and conditions as the current Council Lease, from 1 January 2012

a Council Licence to St Vincent de Paul of 140 Hoddle Street Abbotsford for a period of three years on the same terms and conditions as the current Council Licence, from 20 February 2011

a Council Lease to Northcote Obedience Dog Club at View Road Alphington for a period of two years on the same terms and conditions as the current Council Lease, from 1 June 2011

a Crown Lease to Ivanhoe and Northcote Canoe Club located in Fairfield Park for a period of three years from the date which the Crown approves the lease

a Crown Licence to Southern School of Natural Therapies located at Alfred Crescent North Fitzroy for a period of three years from the date which the Crown approves the licence

a Crown Lease to St Johns Ambulance located at Level 1, Air Raid Pavilion, Citizens Park Richmond for a period of five years from the date which the Crown approves the lease

a Council Licence to Infoxchange for part of 119-123 Vere Street, Abbotsford from 26 October 2010 for a period of one year on the same terms and conditions as the current Council Licence.
Lease arrangements for the properties listed below were finalised in late 2010:
- a Council Licence to Infoxchange for part of 119-123 Vere Street, Abbotsford from 26 October 2010 for a period of one year on the same terms and conditions as the current Council Licence
- a Council Lease to Dance House Inc for 150 Princes Street, North Carlton from 1 November 2010 for a period of five years on terms and conditions to be negotiated
- a Council Lease to the Richmond Community Learning Centre Inc for 92-104 Lord Street, Richmond for a period of five years on the same terms and conditions as the current Council Lease from 1 October 2010; and a Council Licence to the Richmond Community Learning Centre Inc for 19-21 Duke Street, Richmond for a period of five years on the same terms and conditions as the current Council Licence from 1 October 2010
- a Council Lease to the North Fitzroy Neighbourhood House for 128 Holden Street, North Fitzroy for a period of five years on the same terms and conditions as the current Council Lease from 1 July 2010
- a Crown Licence to Kids off the Kerb Inc for use of part of Fitzroy Depot for a period of one year on the same terms and conditions as the current Crown Licence and subject to approval from the Crown
- a Council Lease to Brotherhood of St Laurence for Ground Floor, 126 Moor Street, Fitzroy for a period of three years on the same terms and conditions as the current lease from 1 September 2010
- a Council Lease to Project Respect for First Floor, 126 Moor Street, Fitzroy for a period of three years on the same terms and conditions as the current lease from 1 September 2010
- a Council Licence to the Jesuit Social Services and St John’s Ambulance for use of part of Burnley Depot for a period of one year on the same terms and conditions as the current Council Licence from 1 September 2010 for Jesuit Social Services and 15 November 2010 for St John’s Ambulance.
Council sought public feedback on the above lease arrangements in October 2010 but received no public submissions.
