Permanent North Fitzroy Library Moves One Step Closer to Reality

Yarra City Council hopes the decades-long battle to secure a permanent site for a North Fitzroy Library will soon be over, with the Council pushing ahead with the compulsory acquisition of land.

Mayor Cr Amanda Stone said the 900 m2 land at 182-186 St Georges Road would be large enough to house a community hub including a library, maternal and child health centre, multicultural citizens centre and a community meeting space.

Cr Stone said the community benefit to be gained from building the centre warranted Council taking the rare step of compulsory acquisition.

“Yarra City Council and our predecessors have been searching for a good site for a North Fitzroy library since at least the 1980s,” Cr Stone said.

“In recent years, Council has consulted the local community about building a library in the Edinburgh Gardens, but many people were opposed because of the loss in open space,” she said.

“It is unusual for us to compulsorily acquire land but we believe it is worth it to secure a site that will provide much community benefit for a long time to come.

“The library will be located in the heart of the North Fitzroy community, and the site is large enough that we will be able to house other community services alongside it.

“The property owner will be provided with the appropriate compensation, which will include the market value of the land and any legal or other related costs incurred.”

For Council to proceed with the compulsory acquisition, the land must first be reserved as a Public Acquisition Overlay in the Yarra Planning Scheme.

Council is expected to consider a draft amendment to the Planning Scheme, which would then be subject to community consultation, at its October 2009 meeting.

Council hopes to complete the acquisition and detailed planning of the community hub by the end of 2010, with construction to start the following year.
