Commissioned by the Historic Buildings Preservation Council and the Australian Heritage Commission, the study sought to identify important areas of North Fitzroy and make recommendations for the conservation of the area. Individual buildings and groups of buildings were investigated for protection using the provisions of the Historic Buildings Act, the Town and Country Planning Act, and the Australian Heritage Commission Act.
The report was commissioned by the former Fitzroy City Council and the Historic Buildings Preservation Council and contained a brief history of the south part of the area, proposed heritage precincts, and provided assessments of individual places.
This review was commissioned by the former Fitzroy City Council to identify, evaluate and document post-contact places of cultural significance, make recommendations for the conservation and management of identified places, and identify and evaluate areas where existing conservation studies may be improved or extended.
Northcote Urban Conservation Study
The study aims were to achieve general and statutory recognition, from outside of the municipality, for those Northcote urban attributes considered to have architectural, aesthetic or historic merit and to achieve equal recognition, from within the municipality, for the same attributes. Infill-development and restoration guidelines (Vol 3) were developed, as well as an outline history of the City (Vol 1) and assessments of urban and landscape areas (Vol 2) and individual places (Vol 1) including large urban landscape areas such as the Yarra Bend National Park (Vol 2).

This publication was made up of Carlton, North Carlton and Princes Hill Conservation Study Report, 1983, combined with the Lygon Street Action Plan Area History and Building Styles. Building Identification Forms for all assessed buildings in the Study Area are available at the North Carlton Library and the Strategic Planning branch of Yarra City Council. Citations for A and B Grade Buildings are included with the forms and as part of a second volume to the Carlton, North Carlton and Princes Hill Conservation Study Report. The 1984 volume contains an outline history of the Carlton area, a list of building gradings, and development guidelines.
Richmond Conservation Study
The study area was the whole of the former City of Richmond and covered places dating from the first land sales in Richmond, in 1839, up to the Second World War in 1939, as a departure point in building fashion. The output included development guidelines, a background history of the City (Vol 1), assessments of heritage places (graded A or B) and areas (Vol 2), and Building Identification Forms for each building surveyed.

City of Collingwood Conservation Study
The Conservation Study sought to identify, evaluate and document the built and environmental heritage of the former City of Collingwood and to place it within the context of the history of Victoria, to assess the importance of the City's heritage as a State and community resource and to develop a comprehensive program for the conservation of the City's heritage and its integration into the general planning framework of the City.

City of Yarra Heritage Review (Allom Lovell & Associates 1998) Volumes 1-4
This review assessed the heritage assets of the newly formed City of Yarra (comprised of the former cities of Collingwood, Fitzroy and Richmond, and parts of the former Cities of Melbourne and Northcote) using site and area survey and the findings of previous conservation studies:

Volume 1 included the Environmental History of the City.
Volume 2 of the review contained typescript datasheets for A and B graded buildings which fell outside of the proposed Heritage Overlay Areas. Places assessed came from previous studies (Collingwood, Northcote and Richmond) and survey by Allom Lovell & Associates.
Volume 3 of the review involved a street survey of the entire municipality, with the exception of the former City of Fitzroy which had been already surveyed by Allom Lovell & Associates as part of the City of Fitzroy Heritage Study (1992). Some existing heritage precincts were increased in size and others were reduced or deleted.
Criteria for heritage assessment included intactness, scale, construction type, associated significant persons (surveyors, speculators, architects, builders etc), predominant eras of construction, historical and scientific values (technological, horticultural and arboricultural) and social value. Where relevant, street plantings and traditional infrastructure were also noted, so were distinctive elements such as street layouts, rear access lanes, building setbacks, front fences and public open space.
Volume 4 of the review assessed identify landscapes of heritage significance with a review of sites that had previously been identified within the former municipalities of Richmond, Fitzroy and Northcote, and to identify new sites of significance within the former Cities of Collingwood and Melbourne. Previous studies of the City (with the exception of Northcote) had typically focussed on built heritage at the expense of trees and landscape.
