Amendment C157

Council is proposing an Amendment to the Yarra Planning Scheme that would protect more places of heritage significance.

Amendment C157 proposes to introduce heritage protections for 35 new places (with an individually significant grading) and a precinct along Victoria Street, Richmond (with sites graded either individually significant, contributory or not-contributory).

The Amendment applies to land in Abbotsford, Collingwood, Fairfield, Fitzroy, North Fitzroy and Richmond.

Panel hearing

At its meeting on Tuesday 5 March 2013, Council considered the submissions it received about Amendment C157. At this meeting Council resolved to request that the Minister for Planning appoint an independent planning panel to consider the Amendment and the submissions.  

The panel hearing for Amendment C157 was held on 30 April,  1 May and 14 May 2013. The panel report for the amendment is expected to be provided to Council in mid-July.

Information about Amendment C157

The Amendment would require people to attain a planning permit before any of the affected properties could be demolished or developed. It is the second Amendment which Council has proposed in 2012 to extend local heritage protections. Here is more information about what is proposed under Amendment C149.

Amendment C157 follows the recommendations of heritage consultants Lovell Chen, who have investigated several sites that were identified in past documents as having potential heritage significance. 

Heritage citations have been prepared for each individual site, and the proposed precinct, included in Amendment C157. All of the citations have been prepared by Lovell Chen, apart from one that was prepared by heritage consultants Context.  The citations outline the important features of each place and why they are important to Yarra’s history. Here are the citations.

Specifically, the Amendment proposes that a Heritage Overlay (with an individually significant grading) be applied to the following places:

• 53-63 Victoria Crescent, Abbotsford (this site is already in the Heritage Overlay however the address is being corrected and the existing mapping error which applies to 65-69 Victoria Crescent is also being corrected)

Next steps

Council will monitor building permit applications for demolition of sites included in the amendment. Where considered necessary, Council will ask the Minister for Planning to place interim heritage controls on affected properties.
