Epworth Hospital
In October 2012, the Victorian Civil and Administrative Tribunal (VCAT) considered an application from Epworth Health Care to amend plans for a redevelopment of the Epworth Hospital in Erin Street, Richmond.
VCAT scheduled an eight day hearing from 15 October 2012.
The proposal is to make modifications to the Erin Street portion of the approved redevelopment of the Epworth Hospital, Richmond. Planning approval for the major redevelopment of the hospital was granted under Planning Permits PL09/0085 and PL09/0084, issued by Yarra Council at the direction of the Governor in Council on 27 January 2010 (amended 22 December 2010).
The applicant advises that proposed alterations to the Erin Street portion of the approved hospital are required as a result of a further detailed review of the proposed hospital redevelopment to ensure the hospital meets the building code and Department of Health requirements, and as a consequence of further detailed design and review of the internal functioning and layout of the hospital.
Please note that the closing date for lodging and serving a Statement of Grounds with VCAT, Council and the applicant was Monday 16 July 2012.
VCAT has ordered that the two main development applications be amended to form one planning permit, subject to a number of new conditions, and has overturned Council’s refusal of the oxygen tank, allowing its installation on the Elim site.
VCAT has allowed the relocation of the car park entry/exit point from Erin Street to Normanby Place on the basis that it will be utilised by Epworth staff only. In relation to the Erin Street changes, the Tribunal has supported the reduced setbacks and has included a number of conditions which require Epworth to undertake further design changes to the Erin Street façade. The amended permit also provides Council with the ability to refer revised plans to its nominated urban design advisor.
The Tribunal has overturned Council’s refusal of Epworth’s application to install an oxygen tank on the Elim site. In this regard the Tribunal found that the proposed location of the oxygen tank was an acceptable outcome and any potential risks with its installation can be confidently managed. A number of conditions have been imposed on the oxygen tank permit which Epworth must comply with at all times.
