Jaques site - 1 Palmer Street, Richmond

In August 2012, the Victorian Civil and Administrative Tribunal (VCAT) approved an application to amend the Development Plan for the Jaques Site (1 Palmer Street, Richmond).

Developer Golden River Properties Pty Ltd had appealed to VCAT against Council's failure to make a decision on the amended Development Plan "within a reasonable time".

Council's position

At a meeting on 15 August 2012, Council's Internal Development Approvals Committee (IDAC) determined Council's position on the amended Development Plan.

Council determined that if it had still been in the position of being able to decide on the plan, it would have approved the plan subject to several conditions. These conditions are outlined from Page 29 onwards of the minutes of the 15 August 2012 IDAC meeting. 

Background 

The approved Jaques Development Plan is a master plan framework which establishes the development principles within the land bounded by Palmer, Highett, Coppin and Griffiths streets. 

In December 2008, the Victorian Civil and Administrative Tribunal (VCAT) directed Council to approve a Development Plan for the site. At the VCAT hearing, Council did seek some changes to the Development Plan including a reduction in the proposed 10-storey building height, an improved energy rating, a higher provision of open space and inclusion of affordable housing. VCAT did not support the majority of the amendments sought by Council. Here is a link to the VCAT decision on VCAT's website.

In 2012, the applicant sought to amend the Development Plan to:

  • increase the height of the approved building in the central sector from 10 to 11 storeys, and from 6 to 7 storeys within the southern sector of the site 
  • increase the number of residential units over the site from 281 to 419 units
  • reduce the commercial floor space from 4500sqm to 493 sqm, and
  • reduce the number of car parking spaces from 466 to 459.
