6-14 Elizabeth Street, Richmond

A proposal for an eight-storey building at 6-8 and 10-14 Elizabeth Street, Richmond will be considered by the Victorian Civil and Administrative Tribunal (VCAT) after Council refused a planning permit application.

The application from developer ALH Group Property Holdings is for:

  • A total of 56 dwellings, with a roof terrace
  • Retail use at ground floor
  • A reduction in the standard number of car parks required, with 51 on-site car parks proposed.

Council's Internal Development Approvals Committee (IDAC) refused the application at its meeting on 27 February 2013.

In refusing the application, the Committee found "the scale, height and density of the proposed development" did not fit with the context of built form design outlined in Yarra's Planning Scheme, and that its "monolithic appearance" would dominate the character of the surrounding area.

VCAT Hearing

VCAT will consider this proposal after an appeal was lodged by the applicant in April 2013.
A practice day has been set down for 31 May, and mediation scheduled for 21 June.
If the matter proceeds beyond the mediation, a four day hearing is expected to begin on Monday 5 August.
