25-35 River Blvd and 15 Christine Cres, Richmond

Victoria GardensThe Victorian Civil and Administrative Tribunal (VCAT) will consider an amendment to approved development plans for 25-35 River Boulevard and 15 Christine Crescent, Richmond in June 2013. 

The applicant lodged a review with VCAT to consider its amended plans which would allow for the construction of five buildings ranging in height from three  to eight  storeys to provide 417 dwellings, two levels of basement car parking and landscaping of the site, subject to conditions.

Meanwhile, a 13 March 2013 meeting of Council's Internal Development Approvals Committee [IDAC]  resolved that had it been in a position to, it would have approved the amendment to development plan, subject to conditions.

A VCAT hearing date to consider this matter has been set down for 3 June 2013.

Application History

In July 2011, Council approved a proposal from developer Victoria Gardens Developments Pty Ltd for a residential development at 25-35 River Boulevard and 15 Christine Crescent, Richmond (behind the Victoria Gardens shopping centre).

IDAC approved a development plan for a 405-unit development involving five buildings, ranging in height from three storeys to eight storeys.

The committee also approved a planning permit for a reduction in the rate of car parking provided on the site, from the standard 1.5 cars per dwelling to 1.19 cars per dwelling.

A development plan was endorsed in October 2012.

In September 2012, the applicant submitted further amendments to the development plan, which appear in the documents below. The amendment is seeking:

  • an additional level (containing 12 dwellings) to a total of 5 storeys for building A, and
  • an additional 15 car parking spaces.

Background

In mid-2011, the developer amended its original proposal for the site in response to Council and community feedback about the proposal. The changes (which were part of the final development plan approved by Council) included:

  • Additional setbacks from the Yarra River of 1.4 metres
  • A reduction from 459 to 405 dwellings
  • The introduction of 30 visitor car parking spaces, with an overall reduction from 504 to 480 car parking spaces.
  • The incorporation of two buildings into one building, resulting in a reduction from six to five buildings
  • Christine Crescent will only be used for pedestrian access and waste collection
  • Design and facade modifications, with different architectural treatments for each building.
