Skip bins and Shipping containers

Skip Bin Permit

Council does not provide skips for hire. You can find companies that hire out skips or bins in the Yellow Pages, under Waste Reduction & Disposal Services.

To place a bin or skip in our municipality the skip bin hire company must be registered with the City of Yarra.  When you hire a skip, they will arrange the permit for you.

If the skip company you choose is not registered with Council, you can obtain the permit yourself from Council’s Construction Management Branch at the Richmond Town Hall (333 Bridge Road, Richmond) between the hours of 8.30am and 5.00pm, weekdays. You will need to bring with you a certificate of currency of your public liability insurance for $10,000,000.

Please provide Council with as much notice as possible when applying for a permit. Applications received less than 24 hours prior to the proposed placement may not be approved.

Permit Costs

  • $21.80 per day (unmetered)
  • $59.30 per day (metered).  
    Please note – bins cannot be placed in clearway times.

Container Permit

A permit is required if you need to place a container (including portable storage containers) on a Council managed roadway.  

The application form below must be filled out and submitted with a:

  • Certificate of Currency of your public liability insurance
  • Hand sketch or site plan of the proposed location or placement of the container on the road, noting the width of the container, road way and all on council assets e.g. trees, poles, parking signs, and on street parking arrangements.

If your application concerns the loading and unloading goods from the container you may also be required to submit a Traffic (including pedestrian) Management Plan for this activity, additional inspection fees may apply.   
The Traffic Management Plan must be prepared by a qualified person, as required by the Road Management Act 2004 and Road Safety Act 1986 (A list of recommended suppliers is attached, or look up traffic management in the Yellow Pages).

The plan must include the details of how you propose to place, erect, dismantle and/or undertake the proposed works. 
All works are to be clearly delineated and signed in accordance with the relevant Acts, Regulations, Australian Standards, and Codes of Practice.

Costs to 30 Jun 2017:

$126.90 per day for containers up to six metres in length (up to 20 feet).
$252.70 per day for containers between 6 – 12 metres in length (20-40 feet).
