Street Closures for Events and Parties

Council is happy to work with residents and community groups to assist with street closures for event.

To help you organise a safe and successful event please refer to Council’s Temporary street closure policy . In the policy, you will find all the steps to take to have your event or street party application approved by Council. There are also details in the policy on how you can obtain the use of a free BBQ for your street party.

Street closure for a fun run, walk-a-thon or bike ride

There are a few things that need to be done to prepare for a street closure for something like a fun run, walk-a-thon or bike ride. These include:

• Fill in and submit a Road Closure application form
• Appointing an event co-ordinator
• Complying with all Council local laws
• Obtaining public liability of at least $10m
• Notifying affected residents and businesses of the event.

Road closure application forms are available from the Community Amenity Unit at the Richmond Town Hall or by calling 9205 5063.

The event co-ordinator is responsible for:

• Obtaining written approval for the event from Police, Ambulance and Fire services
• Obtaining approval for the event from VicRoads if required
• The cost of any Council media advertising for the street closure
• Liability for any loss of, or damage to, barricades, signs etc that were used to implement the temporary street closure
• The cost of cleaning following the event
• Gaining the approval of the responsible authority (eg PTC) if a tram or bus route is affected, and the cost of any alternative arrangements
• Obtaining a Highway Permit from Victoria Police for events such as bicycle races and fun runs.

The Victoria Police require 10 weeks notice prior to the event and applications to Victoria Police must be accompanied by a letter of approval from Council. Victoria Police Terms and Conditions for Highway Permits are detailed separately.

Timeframe

It is recommended that applications be made at least 12 weeks prior to the event.

Costs

There may be a nominal fee for the supply and erection of barricades and signs. For more information please refer to the Temporary street closure policy.

Street closure for street parties

Street parties are a great way to socialise with neighbours and get to know your local community. To help you organise a safe and successful street party, please refer to Council’s Temporary street closure policy .

In the policy, you will find all the steps to take to have your street party application approved by Council and also find details on how you can obtain the use of a FREE BBQ for your party.

For a street party or non-profit fundraiser

There are a few things that need to be done to prepare for a street closure for a street party. These include:

• Fill in and submit a Road Closure application form
• Appointing an event co-ordinator
• Complying with all Council local laws
• Obtaining public liability of at least $10m
• Notifying affected residents and businesses of the event
• Obtaining signatures in support of the event.

Road closure application forms are available from the Community Amenity Unit at the Richmond Town Hall or by calling 9205 5063.

The Event Co-ordinator is responsible for:

• Obtaining the written approval of Police, Ambulance and Fire services
• The cost of any Council media advertising of the street closure.
• Liability for any loss of or damage to barricades, signs etc that have been used to implement the street closure
• The cost of cleaning following the event if required.

For a street party to go ahead at least 80% of residents and or businesses in that street must support the temporary street road closure in accordance with the above conditions.

The party can only be held in a local street.

The party must be completed by 12 midnight unless approval is given to extend the time.

Timeframe

Application must be made 4 weeks prior to the event.

Costs

It may be possible for a Public Liability Insurance Policy for a residential street party to be arranged through Civic Mutual Plus at a current cost of $157.30. They can be contacted on 9860 3470. Strict conditions apply before such a policy can be issued.

There may be a nominal fee for the supply and erection of barricades and signs depending upon the purpose of the event.
