Road Opening Permits

Road opening permits can be obtained for footpaths, nature-strips, laneways, and Council parks and reserves. It is essential to obtain a Road Opening Permit if you need to either:
•  Access existing services below the road or road related areas
•  Install new services within the road related area.

Process

If your permit application concerns storm water drainage you will be required to obtain the legal point of discharge from Council for the property in question prior to obtaining the permit. Refer to Storm water drainage.

If your permit application concerns the installation of electrical supply, water or sewage mains or other underground services to a property you must submit detailed construction plans to Council's Engineering Services Unit for prior approval, phone 9205 5555 for further information.

Applicants must adhere to the conditions attached to the permit. The permit must be available for inspection on site.

When you are applying for the permit you will need to produce the following;

•  A Certificate of Currency - Summary of Insurance, in particular Public Liability 10 million.

•  A proposal of what works are to be undertaken how the work will be done, include a Site Plan of the work area - plans can be hand drawn .

•  In accordance with the Road Management Act 2004 and Road Safety Act 1986 you must have in effect and submit a traffic management plan for approval, the plan must be prepared by a suitably trained and qualified person. The plan must include the details of how you propose to undertake the proposed works. All works on the road are to be clearly delineated and signed in accordance with the relevant Acts, Regulations, Australian Standards, and Codes of Practice.

•  Produce any relevant licences i.e. Plumbers Lic. or Power / Tram line "No Go Zones".

You may also be required to provide a courtesy letter ONE WEEK prior to commencement of works, to all persons affected by the works. Courtesy letters are a mandatory requirement if your works require a full road closure. Guidelines on your courtesy letter are available from Council, as a minimum the letter should include the following:

Timeframe

Generally within 10 working days, however traffic management plan approval can take up to 20 working days.
