Richmond residents urged to have a say on public housing redevelopment

Yarra City Council is encouraging the Richmond community to provide input to the State Government on a $70 million, 207-unit public housing redevelopment within the next fortnight.

The State Government has advised Council that a planning permit has been lodged with the Minister for Planning under the Social Housing Initiative of the Commonwealth’s Nation Building Economic Stimulus Plan for the Richmond Walk Up Redevelopment Stage One project in Elizabeth Street.

Council was told it had until 17 September to provide any comments on the project, which would see existing low rise housing replaced by four buildings up to six storeys high.

As it is part of the Stimulus Plan, the Minister for Planning Justin Madden will be responsible for making a decision on the permit application.

Yarra Mayor Cr Amanda Stone said Council was seeking a seven-day extension so it could consider the details of the application, and ensure the local community had some opportunity to view the plans and provide input.

Members of the community do not have a formal opportunity to make comments on the application, but Council is encouraging anyone with concerns to make a submission to the DPCD within the next fortnight.

Cr Stone said the lack of consultation on such a major project was disappointing.

“Yarra City Council is a big supporter of affordable housing, so we would like to be in a position to support this project whole-heartedly,” Cr Stone said.

“It would be a substantial investment in the welfare of local low-income people, replacing run down public housing with modern, medium density dwellings,” she said.

“However, we think the local community could and should have been consulted on such a major project in their neighbourhood.”

Cr Stone said the State Government had advised Council that if the permit and funding were approved, construction of the project was expected to begin in January 2010 and be completed by October 2011.
