City of Yarra Proposed Budget 2006/2007

Proposed Budget summary

After extensive community consultation, City of Yarra Councillors and officers have developed a proposed budget for the municipality for the 2006/2007 financial year.

This proposed budget is being considered at a special Council Committee Meeting on Monday 5 June 2006.

At this meeting Councillors will decide whether or not to endorse the proposed budget and place it on public exhibition for 28 days for further community input.

Community Grants

The Budget contains $1.52 million in community grants. Of this, $718,000 is allocated as a new initiative. In addition, there is $419,460 contained within the Budget as a contribution to the nine neighbourhood houses located in the City of Yarra .

New Initiatives

The Budget contains $1.599 million (net cost) in new initiatives.

Some of the proposed new initiative items include:

Childcare

St. Andrews Kindergarten support $ 10,000
Day parenting program $ 6,000
Fee Assistance program $ 30,000
Lady Gowrie Child Care Centre-business plan $ 12,500
Community provision of occasional care $ 50,000

Transport

Pedestrian Strategy implementation $ 50,000
Review of community transport $ 15,000
Parking and traffic consultation $ 20,000

Promoting local businesses

Tourism and marketing $ 52,000
Access and inclusion including Good Food Guide and a
Mixed Business Guide and Communication booklet $ 20,800

Aged care

Home Care Service review $ 23,000
Residential care-involving retirement of options and
Development of proposals under Fairer Victoria strategy $ 14,000

Human services

Improving access to neighbourhood places $ 12,100
Same Sex attached Youth Worker $ 30,000
Neighbourhood House - brochure production $ 6,500
Community consultation policy implementation $ 72,000

Indigenous programs

Artistic Indigenous programs for Smith Street $ 12,000
Aboriginal Partnership Officer $ 26,000
Promote Aboriginal History of Fitzroy and Collingwood $ 17,500

Infrastructure

Drain cleaning program additional $ 150,000
Citizen Service Centre Fitzroy Town Hall $ 20,000
Fitzroy Town Hall Heritage project $ 57,500

Capital Works Program

A comprehensive Capital Works program of $21.4 million is proposed. This includes $19.6 million of new works.

Some of the projects include:

$7 million to replace and upgrade roads, footpaths, kerb and channels including:

$7.7 million upgrading community buildings and council assets including

$2.8 million for open space improvements including:

$440,000 in transport and road safety initiatives including:

$700,000 for drainage projects

Other

Fees and charges are proposed to increase by 3%. (A number of fees and charges are set by Government regulation and are not discretionary).

A new loan of $2.5 million is proposed in accordance with Council's long-term financial plan, to part finance the Capital Works program and to ensure Council maintains adequate liquidity during the year.

Repayment of interest bearing liabilities totalling $5.234 million will be made during the 2006/07, in accordance with existing obligations.

Council will achieve a net reduction in debt of $2.734 million comprising:

•  superannuation debt $1.494 million

•  capital works borrowings $1.24 million.

Budget community consultation - summary of findings

Local Government provides an open and transparent budget-setting process, seeking community discussion and input. The City of Yarra extended its consultation process on the budget this year to ensure the proposed budget reflected and was responsive to the needs of the community.

Community consultation conducted:

The survey, which was a major tool in this work requested participants to consider budget priorities identified by Councillors and the organisation .

These priorities were developed as a result of on-going extensive consultation over the past 18 months as part of the organisation's strategy development work. The survey form also provided the opportunity to list other issues for consideration.

Council received around 246 completed surveys.

Major findings:

Survey participants ranked local priorities as the following:

  1. Local Infrastructure was listed as the most important local priority for Yarra in particular upgrading footpaths and roads followed by integrated transport and then graffiti removal.
  2. Human Services was ranked second with children's services ranking the highest in this category followed closely by residential aged care and affordable housing.
  3. Strategic Planning was third.
  4. Recreation Facilities was ranked fourth with the priority being open space areas and parks.
  5. Local Employment Funding Priorities, Community Consultation and Culture / Arts were ranked below the above.

There were many positive comments received from survey participants about being given the opportunity to have input into Council's budget process.

Further community consultation:

The final budget must be submitted to the Minister before 31 August 2006.
