Eight metropolitan councils are calling on the State Government to provide more support and resources to help communities across Melbourne tackle graffiti.
The State Government recently announced $1 million to be spent on post Commonwealth Games graffiti removal programs, targeting the City of Melbourne 's major railway entrances.
Yarra City Council Mayor, Cr Jackie Fristacky, on behalf of the Inner South Metropolitan Mayors Forum, said although this funding was a step in the right direction, it needed to be extended.
"The State Government needs to do more to help combat graffiti right across Melbourne , not just at major railway entrances in the CBD, she said.
"Graffiti, or illegal tagging, is a major issue for many municipalities. Collectively, the eight councils represented on the Inner South Metropolitan Mayors Forum spend approximately $1.2 million every year on graffiti removal.
"In addition to this, many municipalities have taken a leadership role in combating graffiti and have spent additional funds on a variety of strategies including developing educational programs, commissioning street art and community murals, providing free graffiti removal kits to residents and introducing policies which ensure the removal of graffiti from council-owned buildings within 24 hours."
Bayside Mayor, Cr Derek Wilson, said Local Government could not tackle this issue alone.
"Limited funding and resources, inadequacies in the legal system to deter or prosecute offenders, and our legal inability to remove graffiti from private property and commercial buildings without the permission of the owners are just some of the obstacles faced by Local Government when trying to address the issue of graffiti," he said.
The Inner South Metropolitan Mayors Forum has called on the State Government to:
Mayor of Boorondara, Cr Jack Wegman , said the State Government had already carried out positive work in the area of graffiti removal and prevention, particularly during the lead up to the Commonwealth Games.
"We are pleased to see the State Government continuing its efforts in this area but funds and clean-up activities need to be extended to municipalities outside the Melbourne CBD," he said.
"While many councils are working hard to ensure graffiti is removed from local assets, we rarely see graffiti removed from State Infrastructure.
"The Inner South Metropolitan Mayors Forum believes there is an urgent need for the State to concentrate its efforts on physical removal of graffiti as an ongoing priority and to require all agencies of the State to remove graffiti from properties as part of routine maintenance.
"In addition to this we would also like to see the State Government increase financial support for councils across Melbourne to continue running valuable graffiti removal programs."
"Graffiti covered fences and stations are not the welcome images we want our visitors and residents to be greeted by," said City of Kingston Mayor Topsy Petchey .
"We have 20 kilometers of rail and twelve stations in Kingston alone, and as a community, we are desperate for both practical and financial assistance with our graffiti removal program," she said.
"This is not a problem exclusive to inner Melbourne - this is a costly and concerning issue for us all."
Members of the Inner South Metropolitan Mayors Forum are the cities of: Bayside, Boroondara, Glen Eira, Kingston , Melbourne , Port Phillip Stonnington and Yarra.
