Yarra Council welcomes freeze on late-night liquor licences

Yarra City Council has welcomed the State Government decision to freeze the granting of new liquor licences for bars, pubs and nightclubs wishing to operate in the municipality after 1am.

Yarra Mayor Cr Amanda Stone said the Council had taken several measures to reduce the impact of the municipality’s high density of licensed venues on local residents and the wider community, but had been limited in its powers.

“We welcome this freeze, which will be in effect until at least 2012, because we feel that in some parts of Yarra we have reached a saturation point in terms of late-night licensed venues,” Cr Stone said.

“Research is suggesting that a higher density of liquor licences in a given precinct increases the alcohol-related problems, and that is certainly borne out locally in both statistics and anecdotal reports from our residents,” she said.

“Yarra has higher rates of alcohol-related hospital admissions, injuries and assaults than the Victorian average.

“This freeze will provide some ‘time out’ so the alcohol-related violence and amenity issues can be systemically addressed, without exacerbating the situation by adding more venues.”

Cr Stone said the State Government’s decision was in keeping with the Council’s decision last year to reject a bid by a Richmond hotel to extend its hours and increase its maximum patron numbers.

In June, VCAT upheld Council’s decision to refuse to amend the Corner Hotel’s permit to extend the opening hours of its beer garden from 11.30pm to 3am, 7 days a week.

Council had refused the permit because of the impact it would have on residential amenity in the surrounding area, citing the cumulative impact when nine venues in the immediate area already trade past midnight.

In their decision, VCAT said: “…We consider the clustering and dominance of late-night bar/hotel venues is the primary cause of existing amenity impacts in the immediate area around the Swan Street precinct...”.

Cr Stone said the Council was also proposing to introduce a local law banning people drinking in public places across the municipality between 7pm and 7am.
