Update on proposed Dimmeys redevelopment

Yarra City Council has agreed to a request from the applicant for the proposed Dimmeys redevelopment for a two-month extension in which to respond to preliminary concerns raised by Council and provide requested information.

Applicant Fulcrum Town Planners, acting on behalf of Richmond Icon Pty Ltd, has been given until 30 July 2009 to respond.

Its application, lodged with Council in March, proposed a redevelopment of the historic Swan Street building, retaining the clocktower and main façade and building a nine-storey 89-unit building at the rear.

Mayor Cr Amanda Stone said the Council was yet to place the application on public exhibition to seek community views because it had been awaiting the information.

The information requested included the provision of plans showing the existing and proposed viewpoints of the site from the corners of Swan and Church Street, and Swan and Botherambo Street.

Council has also advised the applicant that it is concerned about the proposed building mass, impacts on the north and south views of the Dimmeys dome and the removal of the Green Street mural.

“Our hope is that in providing the applicant with more time, it will result in a more appropriate redevelopment proposal,” Cr Stone said.

“There is a lot of interest in this proposal, with hundreds of local people and people from as far afield as Queensland having expressed concern about the building’s future,” she said.

“It is clear that our community adores the building and wants to see its integrity maintained.”

Cr Stone said while councils had a statutory requirement to make a decision on planning applications within 60 days of them being lodged, the clock had not started ticking on this application because the Council had requested more information which it needed before it could make a decision.

“As the applicant has requested an extension, they won’t be in a position to appeal to VCAT about Council not making a decision within the statutory timeframe,” Cr Stone said.
