Yarra City Council decided last night to propose to introduce a local law banning alcohol consumption in the city’s public places between 7pm and 7am.
Mayor Cr Amanda Stone said Council had resolved to seek community feedback on proposed Local Law No. 8 – Consumption of Liquor in Public Places.
Cr Stone said the law would empower police to request that people drinking in public areas in Yarra pour out opened drinks. Police would be able to issue fines if people did not comply or re-offended.
She said Council was introducing the law to help reduce the incidence of alcohol-related violence and self-harm in Yarra’s entertainment precincts.
“Our local community is rightly concerned about the level of violence and damage that occurs late at night by groups of people who have left supervised venues to continue drinking in the street,” Cr Stone said.
“This law will hopefully help make some inroads into the amount of alcohol-related harm occurring on our streets,” she said.
“Yarra has higher rates of alcohol-related hospital admissions, injuries and assaults than the Victorian average.
“We are fully confident that the police will use the appropriate discretion in applying the law for some common sense control of situations that are at risk of getting out of hand.
“All Yarra residents and visitors to Yarra should be able to walk our streets at night time without fear of assault or intimidation.”
Cr Stone said the law would prohibit the consumption of alcohol in public places across Yarra. However, Council would be able to prescribe certain places and times in which the public consumption of alcohol would be allowed.
Council’s previous Local Law No.8, which was different from the proposed law in that it needed to be activated by individual Council resolutions defining the place, date and time when public drinking was prohibited, lapsed in August 2008.
Cr Stone said Council would hold a formal consultation process to enable local community members to provide their feedback on the proposed law.
A report on the feedback received during the consultation period is expected to be considered at a Council meeting in late 2009, at which time Council will decide whether to formally adopt the law.
